일본 정부개발원조(ODA)와 국익의 연계

국문 초록 (Abstract)

이 글은 ODA가 국익 추구라는 개념을 정확하게 규정하면서 일본 ODA정책의 발전, 목적과 국익 관계를 규명할 것이다. 이 글은 일본의 ODA정책의 종류, 실시 시기, 제공 지역이 제시하는 동기를 고찰할 것이다. 마지막으로 이 글은 일본의 ODA정책이 일본의 종합안전보장상의 경제적, 외교적, 전략적 목적 추구에 어떻게 이용되어 왔는가를 분석하고 있다.
이 글에서 고찰하고 있듯이 시간이 지남에 따라 대외원조는 국내와 외교정책 필요가 요구됨에 따라서 보다 복잡한 일본 국익을 위해 공헌하는 방향으로 사용되고 있다. 평화헌법이 국제적인 군사 행위자로서 일본의 개입을 제한하고 있지만 어떻게 일본이 국제적 행위자로서 참여할 수 있는 것에 대한 제한은 원조 과정에서 공여국과 수혜국 목적에 상징적이고 실용적인 결과를 전달하기 위한 다차원적인 정책으로 대외원조를 촉진하는 것이 기여했다고 할 수 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this article is to analyze the relationship between Japan’s Official Development Assistance and its national interest. This article considers the pursuit of national interests in Japan’s foreign aid policy process. This article examines Japan’s official development assistance policy in the context of international and domestic politics and how Japan’s foreign aid policy is put to work in pursuit of Japan’s national interests. As this paper illustrates, over time foreign aid has been used to serve more complex national interests for Japan. Japan engaged as an international actor, while upholding its ‘pacifist constitution’, which is designed to restrict Japan’s involvement in international military actions. Offcial Development Assistance policy has helped Japan propel foreign aid as a versatile policy tool, whereas Japan can work as both donor and recipient in the aid process.
