The purpose of this study is to develop an action learning program using metaverse to improve the creative problem-solving skills of elementary school students in non-face-to-face situations. Based on the derived design strategy, an action learning program using metaverse was developed according to the ADDIE model, and the effectiveness was verified by applying the developed metaverse action learning program to 16 sixth graders in elementary school. The program consists of three main parts: pre-program activities, program application activities, and post-program application activities. In order to verify the effectiveness of this program, the response sample t-test was conducted for the pre-post test, and it was found to be statistically significant in all areas of creative problem-solving ability, so this program helped students improve their creative problem-solving skills. In addition, program participants experienced collaboration and communication with team members in the process of creative manipulation of metaverse space, and were able to understand the good points of metaverse space.
