제주 4 · 3 사건 당시 교회의 역할 = The role of the Catholic Church in Jeju 4 · 3 Incident

In this study, we reviewed the social environment surrounding the Catholic Church and the role of the Church in Jeju 4 ․ 3 Incident. The Jeju 4 ․ 3 Incident was a tragic incident that political and social ideals and values were opposed to each other after the liberation in 1945 and so significant numbers of civilians were killed during the conflicts between guerrilla forces and the Search Teams. We reviewed the recognition of the Church of 4 ․ 3 Incident, the damage status and appeasement relief actions of the Church.
The Catholic Church in Jeju did not wear a lot of damage in Jeju 4 ․ 3 Incident. But could not free from conflict and violence, residents sacrifice.
Fathers oF Missionary Society of Saint Columban delivered public sentiment to US soldiers and protected the church members actively. They recognized consistently that situation in Jeju Island is notice of Korea War, it was worried about Jeju and South Korea to be communist without the help of the US Army. They recognized that 4 ․ 3 Incident was violent crisis of Communist Party members and causes of 15,000 people residents sacrifice were only as a raid by guerrillas in Mt. Halla. Because the Church was focused on the protection and security of the believers, it did not prevent actively for the ordinary people of the sacrifice.
But Father Sweeney saw that the root cause of this situation stems from the violence and terror of the police. And he suggested US military authorities to stop the violence of the police. Monsignor Carroll of Catholic Foreign Mission Society of America also urged amicable resolution of the crisis in Jeju to meet US Ambassador Muccio, Military Adviser General Director Roberts and South Korea President Syngman Rhee.
Church members also have played vigorous relief efforts to resolve the crisis peacefully. The church helped push back the peace negotiations by colonel Kim Ik-ryul and protected the absurd death of numerous leaders in Jeju in 1950. As a result, the Church had been practicing the principles of resolving peacefully all situations in Jeju 4 ․ 3 Incident.

국문 초록 (Abstract)

본고는 제주 4 ․ 3 사건 당시 제주 지역의 천주교회를 둘러싼 사회적 환경과 그에 대처한 교회의 역할에 대해서 검토한 글이다. 4 ․ 3 사건은 해방 후 정치사회적 이념과 가치관이 상충하고 한라산 무장대와 국가공권력인 군 ․ 경 토벌대 사이에 무력 충돌이 빚어지면서 수많은 사람이 희생된 사건이었다. 이 사건에 대한 교회의 인식과 교회가 당한 피해실태, 교회가 행한 선무 ․ 구호 활동 등에 대해서 검토하였다.
4 ․ 3 사건 당시 제주 천주교회는 큰 피해를 입지는 않았지만, 그렇다고 충돌과 폭력, 주민 희생의 위험지대에서 자유로울 수는 없었다. 교회의 골롬반 선교회 신부들은 미국 군인들에게 민심과 민정을 전달하고 교회 신도들을 적극적으로 보호하기도 하였다. 골롬반 선교회 신부들은 한결같이 제주도 사태를 남북한 전쟁의 예고 사건 또는 축도로 인식하였고, 미군의 진주와 보호 없이는 제주도와 남한이 공산화될 것으로 우려하였다. 그들은 자연히 미군정 당국과 같이 4 ․ 3 사건을 공산분자들의 폭력적인 사태로 파악했으며, 1만 5천 명 주민 희생의 원인도 한라산 무장대의 습격에 의한 것으로만 인식하였다. 교회는 신도들의 보호와 안전을 최우선으로 삼았기에 교회 밖의 일반 주민들의 희생에 대해서는 적극적으로 막아 나서지 않았다.
그러나 4 ․ 3 사태의 국면을 처음부터 유심히 관찰해 온 제주 본당의 스위니 신부는 이 사태의 근본 원인을 경찰의 폭력과 테러에서 비롯된 것으로 보았고, 미군정 당국이 경찰의 폭행을 중지시킬 것을 건의하기도 했다. 미국 메리놀 선교회의 캐롤 몬시뇰은 스위니 신부로부터 편지를 받고 직접 미국대사 무초, 군사고문단장 로버츠 장군, 그리고 한국의 대통령 이승만을 만나서 수많은 사람의 희생을 중단시킴으로써 제주도 사태를 원만하게 해결할 것을 촉구하기도 했다.
교회 신도들의 선무공작대 참여, 활발한 구호 활동 또한 4 ․ 3 사태를 평화롭게 해결하려는 일관된 입장이었다. 교회가 김익렬 9연대장이 나선 평화협상의 막후에서 협조하는 주요 역할을 담당한 일이나, ‘유지사건’ 당시 수많은 제주의 지도급 인사들의 어이없는 죽음을 막아낸 것 모두 평화적 사태 해결의 원칙을 실천한 것이었다.
