싱가포르 2021 코로나 전환기 ‘뉴노멀’을 모색하는 싱가포르 = Singapore 2021: Searching for ‘New Normal’ in COVID-19 pandemic

국문 초록 (Abstract)

지난 2020년과 2021년 전 세계가 코로나로 인해 중대한 변화를 겪어 온 가운데, 싱가포르는 국가와 인구의 규모가 상대적으로 작은 만큼 다른 국가들에 비해 좀 더 극적인 변화를 겪었다. 그 변화의 기로에서 싱가포르는 코로나19 이후의 체질개선, 즉 ‘뉴노멀’을 준비하고 있다. 2020년의 총선과 2021년 4세대 총리 인선 관련 이슈들은 싱가포르라는 국가의 미래 방향을 가늠할 수 있도록 해주었다. 총선에서의 노동당과 진보당의 선전은 기존 인민행동당 중심의 정치 지형이 밑바닥 민심으로부터 변화하고 있음을 확인시켜주었고, 특히 디지털 미디어의 역할이 중요하게 작용하였다. 4대 총리로 내정되었던 헝스위킷의 실각은 다음 총리에 대한 궁금증과 더불어 더욱 젊은 후계를 모색하도록 하였는데, 코로나19 상황이 지금처럼 심각하게 지속되는 한 리셴룽 총리가 급격하게 물러나지는 않을 것으로 보인다. 후보군이 모두 40대 중후반, 50대 초반으로 젊어 아직 지켜볼 여지는 있다. 무엇보다 가장 근본적인 변화는 사회내부 인종간 화합이다. 싱가포르 거주민의 인구구성 및 인구 정체, 외국인 이주민들의 유입, 그에 따른 인종간 화합과 다양성 조정이 필요하다는 인식이 코로나19 상황속에서 주목받고 있다. 궁극적으로는 중국계 주도의 다인종․다문화 사회를 구성해 온 싱가포르라는 도시국가의 사회구조와 인종간 화합은 어떠한 방향으로 변화할 것인지, 그리고 그 변화 속에서 ‘싱가포리안’으로서의 정체성은 또 어떠한 전환점을 맞이할 것인지 등을 정치 엘리트들과 대중들이 고민하기 시작했다. 경제분야에서는 지난 2년 동안 싱가포르 경제의 회복과 성장을 실질적으로 견인한 제조업 중심의 산업구조 강화가 불가피해 보인다. 특히 코로나19 사태 이후 더욱 급증한 전 세계적 반도체 및 바이오 산업 수요에 주력할 것은 분명하다. 대외관계는 미중관계 속 균형외교, 다자 외교관계 모색, 아세안 중심외교 등 코로나19 이전과 큰 틀에서는 달라지는 것이 없지만, 다자 외교관계를 모색하는 경향이 좀 더 강해지고 있다는 점, 특히 국방 안보 분야에서 미국 중심이 아닌 호주, 인도, 중국 등 다양한 협력관계를 모색하고 있다는 점이 특징이다.
