This study was designed to analyze the effects of the social value orientation and organizational commitment on the organizational performance of the community social security council and to verify the mediating effect of governance. Through the results of the study, it is intended to provide specific measures to improve awareness of the function and role of the community social security council and revitalize each council.
To this end, a self-written survey was conducted for 5 weeks from April 5, 2022 for 10 districts with a face-to-face meeting among 16 districts in Busan. And frequency analysis, reliability analysis, correlation analysis, t-test, ANOVA, and hierarchical regression analysis were conducted using IBM SPSS Statistics 25.0 The main findings are as follows.
First, it was found that the social value orientation of the community social security council had a significant effect on organizational performance. This means that the activities of each council are developed based on social values that fits the purpose and principles which positively affects organizational performance.
Second, it was found that the organizational commitment of each member of the Community social Security Council had a significant effect on organizational performance. It was studied that a sense of emotional unity and satisfaction through participation among the members of each council affects organizational commitment. And the higher organizational commitment increases positive organizational performance.
Third, in the verification of the mediating effect of governance, it was investigated that joint decision-making through public-private cooperation has a significant effect on organizational performance of social value orientation and organizational commitment of the community social security council.
In order to improve the organizational performance of the community social security council, it is necessary to enhance competency education of the members for social value orientation, it is necessary to prepare compensation system for members and to strengthen participation awareness for organizational commitment and it is necessary to establish a horizontal relationship of the decision-making members of each council and smooth public-private cooperation for governance.
