      Yoo Hyoung-Won was a representative scholar of thought of Silhak(實學思想) which became apparent at the late Yi's dynasty when the dynastic discipline was slackened and educational corruption was severe.
      Trying empirical and inductive approach to educational phenomena that was very unique for a confucianist, he suggested a blueprint of reconstruction of nation thought reforming educational system.
      In this artical, we reviewed his main thought about education on the basis of Pankye Surok(磻溪隨錄) where he severely criticized distorted education of those days. he indicated that the main reason of corruption of Confucian education lies on the state examination (科擧制度) which brought about educational fortuitism. And he also stressed that educational reconstruction must start with reformation of the state examination.
      Therefore, he wanted to establish manpower training course called Kongkuze (貢擧制) in reorganizing educational system. The ideal of Kongkuze was achived through the following educational institutions. In elementary course, there must be established Pangsang(坊庠) in capital, Hyangsang(鄕庠) in local, and in second course, Sahak(四學) in capita', Ehphak(邑學) in local. And in third course, Junghak(中學) in capital, Younghak(營學) in local. And in the last course, there must be established Tahak(太學). Namely, he suggested the singleline, connected and complete educational system. According to this, opportunity for education which does not consequence on one's state but on one's ability was secured. And entering into a higher school was practised on the basis of comprehensive evaluation system including grade and recommendation of faculty advisors.
      Addition to this, realistic and alternative plan for securing excellent teacher, school facility and proper educational finace were suggested considering economic situation of those days.
      It opens a new epoch in the history of Korean education with regard to modernistic reformational will to recognize Yi's dynasty which followed by dissolution of feudalism.
