This paper is intended to reinterpret open society to fit the modern society of the 21st century. At the same time, I tried to present criteria for determining whether a society is open society or not. In this paper, an open society is defined as a society in which the ideas of the French Civil Revolution of freedom, equality, and fraternity have been further developed. In particular, it is a society that has restored the ideology of fraternity, which was relatively alienated compared to the ideology of freedom and equality. In terms of human rights, it is a society in which human dignity and basic rights are guaranteed, and in terms of its political system, it is a society oriented toward democracy.
Democracy can be divided into liberal democracy and illiberal democracy. Illiberal democracy is a system that has not established the procedural norms of democracy. In terms of the procedural norms of democracy, populism is the worst form of democratization.
In this paper, I have revealed that such a illiberal democratic political system and a political and social system operated by populism cannot be an open society.
