독일철도운영의 분리 · 통합형 경쟁체제 현황 연구 = A Study of Competition on the Separate and Integrated of the Railway operation in Gorman

국문 초록 (Abstract)

2015년 수서발 KTX(경부선 : 수서~부산, 호남선 : 수서~목포)가 개통된다. 지난 정부(국토교통부)는 철도산업의 경쟁력 강화 및 독점시장 타파 등 다른 교통수단처럼 운영자가 다수인 경쟁방식 정책을 추진하였다. 이에, 요금인하, 서비스 향상, 유럽철도 경쟁사례 등으로 여론과 국민들의 동조를 구하고, 국토부 산하 공기업인 코레일에게는 ‘방만경영, 철도사고’등의 여론조성으로 압박을 가하였다. 코레일은 정부(국토교통부)의 철도정책에 반하여 철도안전성, 적자노선에 대한 공공성, 흑자노선에 대한 민영화, 세계철도시장 진출 등 내부적인 철도산업 경쟁보다는 안전과 공익성을 강조한 철도경쟁력 강화를 주장하였다. 무엇보다 세계철도시장 확대에 따른 해외사업진출을 위한 철도산업 상하통합정책을 정부에 건의하였다.
본 연구에서는 1994년 구조개혁을 시작으로 1999년 철도지주회사를 설립한 독일철도의 상하분리·통합형 운영현황을 살펴보고, 세계철도시장에서의 지속적인 성장을 위한 철도산업 발전방향을 논의하고자 한다.

It is operated by the KTX to SuSeo in 2015. The past government has pursued a policy of a number of competing operators, like other means of transportation such as the railway competitiveness and breaking monopoly operator. Therefore, the rate cuts, to improve our services and competitive European railway case, obtain the people’s opinion and tuning. The Korail public corporations for lax management of a railway accident, was the pressure of the composition.
The competition the internal railway industry, including publicity for the deficit on the road, railway safety, privatization, the global railway market for the surplus lines jinchul Korail than argued that the emphasis on railway safety and the public interest competitiveness. In this study, structural reforms started in 1999 as a railway holding company established in 1994, and the German Railways were investigated.
The construction and operation of separate and integrated management practices were investigated. Therefore, to discuss the direction of the development of the railway industry for continued growth in the global railway market.
