This study aims to reveal the structures that restrict service choice in the utilization pattern of parents of children with developmental disabilities(DD) who choose and utilize Personal Assistance Service(PAS). In-depth interviews were conducted with 10 parents who have utilized the service, and the results were analyzed using a pattern matching method. As a result of the analysis, parents of children with DD did not take the initiative in accessing services, choosing PAS assistants and service agencies, and raising objections, contrary to the official service utilization patterns. Theses constraints in service choice were caused by a screening process that failed to adequately consider the characteristics of DD, PAS assistants who solely existed as service stakeholders, and service agencies that received fees from both users and PAS assistants. Furthermore, a constraint structure in service choice was also influenced by parents who lacked understanding of the purpose of the service. Based on these findings, this paper suggested political and practical recommendations that can incorporate the needs of children with DD throughout the PAS utilization process.
