베네수엘라의 대통령제 : 이데올로기의 갈등과 대중을 기반으로 한 초대통령제(hyper-presidentialism)

국문 초록 (Abstract)

이 논문은 베네수엘라 대통령제의 특징적 변화들을 파악하고 현 시점에서 나타나고 있는 베네수엘라 ‘초대통령주의’의 등장의 근원을 살펴보기 위한 것이다.
베네수엘라의 중앙집권적 대통령제의 등장은 다른 라틴 아메리카 국가들과 유사한 역사적 맥락을 가진다. 독립시기에 이루어진 계몽주의 사상을 비롯한 다양한 사상들의 유입과 미국혁명의 영향, 그리고 독립이후 극심한 혼란의 반복은 강력한 리더십을 요구하였고, 그 결과로 중앙집권적인 대통령제가 도입되었다. 이러한 중앙집권적 대통령제는 푼토피호 협정에 의한 특정 이데올로기에 대한 배제를 통해 더욱 더 강화되었으며, 차베스 대통령의 등장으로 배제되었던 그룹이 기득권층을 철저히 배제함으로써 더욱 더 대통령의 권한이 강화되는 ‘초대통령주의(hyper-presidentialism) 으로 나타나고 있다.

다국어 초록 (Multilingual Abstract)

This paper examines Venezuela's characteristic changes in its presidential systems of government as well as the country's hyper-presidentialism's origins.
The emergence of Venezuela's centralized policies of its presidential system has historic similarities with other Latin American countries. The inflow of various ideologies, such as the Enlightenment ideals, along with the influence of the American revolution during the independence period, led to a vicious cycle of extreme chaos and social disorder. Consequently, an authoritarian type of rule was required and introduced. A centralized presidential system of government as such, was further strengthened through the Punto Fijo Treaty for its exclusionary rule towards particular ideologies. With the rise of President Chavez, a previously outcasted group was completely eliminated from the powerful vested interests, and thus presidential authority became ever more reinforced, as it has been reflected through the tendency of hyper-presidentialism.
