국가균형발전계획 수립절차의 실무적 개선방안에 관한 연구 : 시·도발전계획을 중심으로 = A Study on Practical Improvement Measures for Formulation of Balanced National Development Plans : with focus on Formulation of City/Do Development Plans

Governments in the past have been putting in efforts to resolve the issue of imbalance between capital and non-capital regions, as well as cities and rural areas by pursuing diverse policies for diverse balanced developments, such as enacting 「Special Act On Balanced National Development」and etc. However, centralization of metropolitan areas, and rural areas falling behind in comparison continued, which made it difficult to maintain the nation’s sustainable growth without achieving the policy objective of balanced regional developments.
With this background, this study projected medium and long term visions and goals of balanced regional developments onto the formulation of city/do development plans, and furthermore sought practical improvement measures in regard to the participation of local governments that possess autonomous rights in districts under jurisdiction.
First, systematic procedures of collecting feedbacks from city/do must be established in regard to the guidelines, deliberations and voting that are required when formulating city/do development plans. Second, city/do/gu should be given opportunities to systematically participate in the planning stages of the balanced development. Third, the effect of balanced development policy should be heightened by enacting ordinances that are related to the Special Act On Balanced National Development.
In case of developing plans for certain regions, there might be consistency issues in regard to other adjacent and higher plans that are based on other legislations. Therefore, the planning supremacy of metropolitan and local governments that have jurisdictions over corresponding regions should ultimately be strengthened.

국문 초록 (Abstract)

그동안 역대 정부는 「국가균형발전 특별법」 제정 등 다양한 균형발전을 위한 다양한 정책을 추진하여 수도권과 비수도권, 도시와 농촌지역 간의 불균형 문제를 해결하기 위해 노력하였다. 그러나 수도권 집중화 현상과 지방의 상대적 낙후가 지속되면서 지역균형발전이라는 정책적 목표의 달성 없이는, 우리나라의 지속적 성장을 유지하기가 어렵게 되었다. 이러한 배경하에 이 연구는 지역균형발전에 관한 중장기적 비전과 목표를 시·도발전계획에 투영시키고, 나아가 관할 구역 내 자치권을 가진 기초자치단체의 참여방안에 관한 실무적 개선방안을 모색하였다.
첫째, 시·도 발전계획 수립 시 요구되는 지침, 심의, 의결 등에 있어서 시·도의 의견을 수렴하는 제도적 절차가 필요하다. 둘째, 균형발전에 관한 계획수립 절차에서 시·군·구 참여 기회를 제도적으로 보장해야 한다. 셋째, 「국가균형발전 특별법」과 연계된 시·도 조례 제정을 통해 균형발전 정책 효과를 높일 수 있어야 한다.
지역을 대상으로 수립되는 계획의 경우 다른 법령에 의해 수립되는 인접계획 및 다양한 상위계획과의 정합성 문제가 발생할 가능성이 상존하므로, 궁극적으로는 해당 지역을 관할하는 광역 및 기초지차단체의 계획고권을 강화시켜 나아가야 할 것이다.
