다문화가정 지원정책이 아동의 교육성과에 미치는 영향 = The Effects of Korean Multicultural Family Support Policies on Children’s Educational Performance

국문 초록 (Abstract)

본 논문은 우리나라 다문화가정 지원정책이 아동의 교육성과에 미치는 영향을 실증적으로 분석한다. 한국청소년정책연구원의 다문화청소년패널조사를 이용한 실증분석결과에 의하면, 단기의 특정 기간에 대해 이중차분 분석틀을 적용한 분석결과는 다문화가정 아동의 학업성취가 지원정책으로 인해 통계적으로 유의하게 향상되었음을 제시한다. 다만, 이는 외국인 부모의 국내 거주기간, 한국어 구사 능력, 가구소득과 같은 요인들이 충분히 통제된 경우에 해당한다. 또한, 전체 조사기간에 대한 패널고정효과모형의 분석결과는 지원정책이 유의한 영향을 나타내지는 못함을 보여준다. 결국, 다문화가정 지원정책의 효과가 단기에 걸쳐 나타날 뿐 장기적인 영향을 미치지 못하는 한계가 있는 것으로 해석된다.
우리 정부는 다양한 다문화가정 지원정책을 시행하고 있지만, 적어도 해당 아동의 교육성과에 있어서는 제한적인 것으로 평가된다. 한국 사회에서 다문화가정의 비중과 역할이 커지고 있는 상황에서 지원정책의 실효성을 높이기 위해서는 정책을 보다 정확하게 설계하는 것이 중요하다.

다국어 초록 (Multilingual Abstract)

This paper empirically analyzes the impact of Korea's multicultural family support policy on children's educational achievements. According to the empirical analysis results using the Multicultural Adolescent Panel Survey of the National Youth Policy Institute, the results of the analysis using the difference-in-differences framework for a short-term specific period suggest that the academic achievement of children from multicultural families statistically significantly improved due to the support policy. However, this is only applicable when factors such as the period of residence of foreign parents in Korea, Korean language proficiency, and household income are sufficiently controlled for. In addition, the results of the analysis of the panel fixed effects model for the entire survey period show that the support policy does not have a significant effect. Ultimately, it is interpreted that the effect of the multicultural family support policy appears only in the short term and has limitations in having a long-term effect.
Korean government is implementing various multicultural family support policies, but at least in terms of the educational achievements of the children concerned, they are evaluated as limited. In a situation where the proportion and role of multicultural families are increasing in Korean society, it is important to design the policies more accurately in order to increase the effectiveness of the support policies.
