This paper aims to investigate institutional sources of good democracy. Good democracy is defined a democracy which incorporates social relations into a policy beyond procedural requisites. Good democracy is equity-oriented. Democracy is evaluated on a continuum of endless journey toward an ideal. Democracy is better when governing elites are not allowed to arbitrarily seek their private interests at expense of the rest. More positively, good democracy pursues policies of lessening poverty rates and promoting social policy. Democracy can be good if good political institutions exit. Good political institutions are associated with the distribution of political power in society. Better democracy will come only when a political equilibrium which supports good political institutions. Good political institutions are those that allocate power to a group of individuals whose interests have not taken into consideration. A political equilibrium varies with institutions. The quality of democracy varies with institutional environments. High quality is possible if political institutions are inclusive enough to enable people to monitor and check arbitrary power. Proportional representation rules are more inclusive than majoritarian ones.
