남한산성 세계유산 활용프로그램의 특징과 개선방안 = The Characteristics and Improvement plan of the World Heritage Promotion Programs focus on Namhansanseong

국문 초록 (Abstract)

각 지자체들의 문화유산의 세계유산 등재를 위한 보존관리 차원에서 노력이 활발히 추진되고 있지만 현재 세계유산 활용에 관한 논의는 최근에서야 이루어지고 있다. 이 중 한국의 11번째 세계유산인 남한산성의 활용 프로그램에 관한 연구는 현재까지 거의 다루어지지 않았으며 남한산성 활용프로그램 중 국가 지원 사업으로 운영되었던 ‘생생문화재 사업’과 관련된 연구만 이루어진 상황이다.
본 연구는 기존에 활용프로그램의 운영을 담당하고 있는 경기도 남한산성세계유산센터(전 경기문화재단 남한산성문화관광사업단)의 자료를 재구성하고, 각 프로그램 담당자와의 인터뷰 및 현지조사 등을 실시하였다. 이를 통해 남한산성 세계유산 활용프로그램에 대한 현황과 특징을 살펴보고, 문제점과 개선방향을 제시해 보고자 한다.
2009년 소규모 교육 프로그램부터 시작된 남한산성의 활용프로그램은 2017년 현재까지 운영되어 왔으며 이는 교육 및 체험, 상설공연, 행사, 전시 프로그램으로 분류되어 총 135개의 사업이 운영되어 왔다. 각 프로그램의 현황과 특징에 대해 분석해보면, 교육 및 체험 프로그램은 관광형, 답사형, 참여형, 체류형 프로그램으로 재분류하여 정리하였다. 상설공연 프로그램은 2012년 5월 남한산성행궁 개방 이후부터 퓨전국악, 전통무예, 농악, 취고수악대, 현대음악이 운영되었다. 행사 프로그램의 경우 2009년 등문화재 행사 프로그램을 시작으로 매년 1회∼2회의 행사 프로그램이 진행되고 있다. 마지막으로 전시 프로그램은 남한산성행궁과 전통공원을 중심으로 사업이 운영되어 왔으며 올해는 최초로 순회전시를 운영하고 있다.
문제점과 개선방안에서는 전체 활용프로그램 운영에 대한 문제점을 분석하고, 분야별 프로그램에 대한 문제점과 개선방안을 현재 운영되고 있는 프로그램 중심으로 연구하였다. 활용프로그램의 전반적인 문제점은 크게 세 가지로 정리할 수 있다. 첫째, 참가자들의 활용프로그램에 대한 만족도가 낮아지고 있다. 둘째, 사전 접수를 통해 운영되는 교육 및 체험 프로그램의 비율이 높아 일반 방문객들의 프로그램 참가가 제한적이다. 셋째, 활용프로그램의 운영장소가 현재 남한산성행궁과 문화재에서 운영되는 프로그램의 숫자가 줄어들어 세계유산과 문화재 활용빈도가 줄어들고 있다는 점이다.
이에 대한 각 분야의 개선방안으로 교육 및 체험 프로그램의 경우, 남한산성의 세계유산적 가치와 역사를 쉽게 전달할 수 있는 프로그램들을 개발하고 특히 적극적인 홍보를 통해 다수의 방문객이 다양한 활용프로그램을 즐길 수 있도록 해야한다. 상설공연 프로그램의 경우 남한산성행궁과 문화재 중심의 공연 프로그램을 더욱 더 활성화하여 관람객들이 즐길 수 있는 프로그램을 개발해야한다. 행사 프로그램은 기존에 했던 프로그램의 답습보다는 남한산성의 역사적 자료를 근거하여 ‘흥해라 성내장’ (2017년)과 같은 특색 있는 프로그램 개발이 요구된다. 전시 프로그램은 새로운 콘텐츠 개발과 전시공간 확보의 필요성이 개선방안으로 나타났다.
본 연구는 남한산성 세계유산 활용프로그램의 장기적인 발전을 위한 기초연구자료로 화용할 수 있으며, 더 나아가 심도 깊은 활용프로그램 연구에 기여할 수 있다. 향후 지속가능한 활용프로그램의 운영을 위해서는 꾸준한 연구를 통해 남한산성의 세계유산적 가치와 역사를 알릴 수 있는 프로그램 개발이 필요하다.

다국어 초록 (Multilingual Abstract)

In order to nominate the World Heritage List, majority of the local governments only focus on conservation and management of cultural heritages. On the other hand, the issue on world heritage promotion programs is being discussed recently. The study work on Namhansanseong which inscribed on the World Heritage List in 2014 as the 11th world heritage site in South Korea has not been done before. Only ‘The Saeng Saeng cultural property project’, which was supported by the state, conducted research work among the heritage promotion programs of Namhansanseong.
This study rearranged materials from Gyeonggido Namhansanseong World Heritage Centre(futher Namhansanseong Culture and Tourism Initiatives of Gyeonggi Cultural Foundation) which is a program manager and also conducted an interview with the program manager and field survey. This study aims to present the statement and characteristics of world heritage promotion programs in Namhansanseong, it propose about the problems and improvement points of the programs.
Namhansanseong promotion programs have been started from small scale program since 2009 and it has been organizing till now. Totally, the number of programs is 135 programs and it could be divided into 4 categories; educations and experience, permanent performances, events, exhibitions. In educations and experience programs, it classified four-type programs which are tourism type, exploration type, experience type, stay type, and the types arranged status and characteristics. In case of permanent performance programs, it has been conducting mainly four performances which are fusion Korean traditional music performance, traditional martial arts performance, military band of Namhansanseong performance and modern music performance since May 2012 when the Namhansanseong Emergency Palace officially opened. The events of Namhansanseong have been organizing once or twice a year since the lantern festival held in 2009 which was cooperation with the Buddhist monk. Additionally, the exhibition programs of Namhansanseong have been lunched at the Namhansanseong Emergency Palace and Namhansanseong traditional park. Especially, the 1st traveling exhibition lunched in this year.
The chapter of the problems and improvement plan on the promotion programs firstly survey the problems from all of the promotion programs in Namhansanseong. The problems and improvement plan demonstrated based on 2017 promotion programs. As a result, the problems of the programs in Namhansanseong could be divided into three conclusions. First, the satisfying of participants of promotion programs has been decreasing. Second, majority of small scale education and experience programs of Namhansanseong operate in advance, so that the public who just visit the Namhansanseong without booking is difficult to participate the education programs the day. Lastly, the frequency of practical use have been reducing as the number of the promotion programs conducting at Namhansanseong Emergency Palace and cultural properties in Namhansanseong have been declined.
In more detail improvement points of each programs based on the problems, In case of education and experience program, it is necessary to develop the program to deliver the OUV and history of World Heritage Namhansanseong easily. Particularly, it needs to provide to the public for enjoying culture through active promotion. On the permanent program, it needs to vitalize performance programs focused at Namhansanseong Emergency Palace and cultural properties in Namhansanseong and also more develop programs for audience. The problem of event is that do not imitate further events and it demands to lunch uniqueness new program based on historical material on the site such as ‘the market in Namhansanseong 2017’. The improvement point of exhibition program is to discover new contents and have an exhibition space.
This study will play role as base research for long-term development of promotion programs of World Heritage Namhansanseong, and this study can contribute of this area in the future. As a result, it is necessary to study in this field constantly for operating the sustainable world heritage promotion program. In order to spread the OUV and unique history of Namhansanseong globally, it demands to develop the new world heritage promotion programs.
