통일 이후 남·북한 경찰의 통합방안에 관한 연구 = A Study on the Integration of South-North Korean Police System after Reunification

Transition period after reunification would be very important time for achieving truth sense of ethnic great unification. Accordingly, in analyzing and assessing the both Koreas` police organizations, this researcher applied paradigm different from each other and could tell which of the two police organizations was better in accordance with common assessment standard which is universal to mankind. This researcher has figured gradational strategies for police integration such as police integration preparatory stage, fulfillment stage and then the stage after the completion of police integration. First, in integration preparatory stage, working party needs to be set up within the National Policy Agency for the preparation of accidental destruction or collapse of North Korean system. Second, in order to wisely overcome many conflicts likely happen in the process of integration, conflict factors expected to happen in both Koreas need to be analyzed and then prepare measures as the ways of settling down social conflict factors which would happen in the transition period in early stage and of keeping social stability. Third, in the stage of after completion of integration, residents oriented police activity is required to comply with the change in police administration concept as a way of offering qualified policing service. Lastly, police system needs to be dualized into national police and local police after the reunification entered into stable period. Then, national police authority will be exercised only for the cases of national, nationwide policing duties and emergency, while so called, democratic police authority will be maintained around
