국내 문화유산 기후변화대응 정책동향과 대응기반구축을 위한 과제 = Cultural Heritage Climate Change Response Policy and Tasks for Establishing the Climate Change Response System for Cultural Heritage in Korea

This study analyzes the current policy of responding to climate change in the cultural heritage sector and proposes a plan to establish a climate change response system for cultural heritage in Korea. First, we analyzed the existing climate change responses in domestic and foreign research. We then analyzed foreign cultural heritage climate change response policies, focusing on keywords derived from previous research, and compared them with current domestic policies. Finally, a plan for establishing cultural heritage is proposed for a climate change response system. We propose legislative revisions, management guidelines, and improved management systems to reorganize the existing cultural heritage system. To establish governance, we propose establishing a response organization, forming governance composed of various stakeholders, and advancing a cooperative system. To secure financial resources for climate change, a climate change response fund and greenhouse gas reduction recognition budget system for cultural heritage are proposed. Establishing research and technology development strategies for climate change adaptation was proposed to support research and technology development. To raise education and awareness, we propose promoting climate change education, fostering professional competencies, and spreading awareness of climate change responses to cultural heritage through publicity and participation. As the impact of climate change on cultural heritage has increased, establishing specific measures for cultural heritage to adapt to and mitigate climate change is essential. This study provides basic guidelines for future cultural heritage policy establishment in response to climate change.

국문 초록 (Abstract)

본 연구의 목적은 국내 문화유산 기후변화대응의 정책동향을 파악하고, 이를 기반으로 기후변화의 대응기반구축을 위한 과제와 실천방안을 모색하는 것이다. 연구방법으로 우선, 국내외 선행연구 분석을 통해 기관과 개인의 기후변화대응 연구의 동향을 살펴보았고, 다음, 선행연구에서 제시된 대응방안 키워드를 중심으로 국외 문화유산 기후변화대응 정책동향을 분석하고, 국내 정책동향과의 비교를 통해 시사점을 도출하였다. 마지막으로, 도출한 시사점을 기반으로 국내 문화유산 기후변화 대응기반 구축을 위한 과제에 대해서 살펴보고, 이를 실천할 수 있는 구체적인 방안을 제안하였다. 본 연구의 결과로 다섯가지 대응기반구축 과제를 제시하였다. 첫 번째, 기존 문화유산 제도의 개선을 위해 제도 정비 및 관리지침 제ㆍ개정을 제안하였고, 두 번째, 거버넌스 구축을 위해 대응조직의 설치와 다양한 이해관계자로 구성된 거버넌스 구성, 협력체계의 고도화를 제시하였다. 세 번째, 기후변화대응 재원 확보를 위한 방안으로 기후변화대응기금 사업의 개발과 범정부 온실가스감축인지 예산제도의 추진을 제의하였고, 네 번째, 연구 및 기술개발 지원의 방안으로 기후변화 적응과 완화를 위한 연구 및 기술개발 전략 수립과 기후변화 대응산업의 전략적 육성 및 지원을 제시하였다. 마지막으로 근래 중요하게 인식되고 있는 교육 및 인식제고와 관련하여 기후변화대응 교육활성화 및 전문인력 양성과 대국민 홍보와 참여를 통한 문화유산의 기후변화대응 인식 확산을 제안하였다. 최근 기후변화로 인한 문화유산의 영향이 증가함에 따라 향후 문화유산의 기후변화 적응과 완화방안에 대한 구체적인 수립이 필요하고, 이를 이행하기 위한 문화유산 정책수립과 대응기반구축이 중요해질 것으로 전망된다. 본 연구는 향후 문화유산의 기후변화대응을 위한 정책수립의 기초자료로 활용될 수 있을 것이다.
