This study focuses on the change and continuance of political party in the information and communications technologies(ICT) age. With the rapid diffusion of the ICT, the Internet is widely disseminated in the world. Modern political party is different from the forms, structures, support groups, and operating of traditional party, such as mass party, electoral-professional party, and catch-all party. Because of the information revolution, political party is changing the new paradigm of the ICT based party. So, based on the western party theory of Smith(1998) and Katz & Mair(1995), who researched on western party system, we have studied the various features of modern political parties. We have used a case study of qualitative research methodology. There are general conclusions which can be drawn from the analysis on the development of the ICT/Leadership party. We have found that the ICT/Leadership party has experienced the most dramatic of changes of political personalization, e-party system and professionalization of electoral campaign.
