This study aims to analyze the revised district unit plan to evaluate its physical publicness and propose improvement directions. The logistics environment is undergoing rapid changes due to factors such as the increase in vessel size, containerization of cargo, and the growth of ports and hinterland cities. As a result of these changes, port facilities located in urban areas are shifting towards suburban areas. The idle port areas resulting from the relocation of port facilities require functional transformations. the first stage of Busan North Port Redevelopment Project is a project aimed at redeveloping the port areas following the relocation of Busan North Port, located in the downtown area of Busan (Jung-gu and Dong-gu), to the new Busan Port (Gangseo-gu), which is located in the suburban area of Busan. During the progress of the first stage of Busan North Port Redevelopment Project, concerns about the lack of publicness have been raised by the civic society. In order to address the issue of publicness raised by the civic society, the project implementers and relevant administrative agencies have established a district unit plan, taking into account the opinions of civic organizations and local experts through a consultative committee.
The concept of publicness is defined in various aspects such as social, economic, and administrative contexts. Previous studies have examined the methods of ensuring publicness for the entire site developed through port redevelopment projects. However, there is a significant lack of research on the impact of district unit plan that directly influence the construction of buildings. Therefore, this study aims to analyze the influence of district unit plan on physical publicness.
The impact of district unit plan on publicness was analyzed by examining the changes in the content of the planned district unit plan. Additionally, architectural simulations were conducted to assess visual changes. The analysis results confirm that district unit plan can enhance physical publicness.
In addition, in this study, a focus group interview (FGI) was conducted with experts to verify the changes in physical publicness resulting from the district unit plan. The FGI results confirmed that district unit plan has a positive impact on securing physical publicness. It was observed that the effects vary depending on the content of district unit plan, and some experts expressed concerns about the effects may be minimal, and there may be concerns about excessive regulations leading to reduced economic feasibility.
This study analyzed the possibility of securing physical publicness through district unit plan, which is a novel research area with limited prior studies. In the future, it is necessary to compare and analyze the differences in perceptions of publicness among stakeholders. Additionally, more case studies are needed to further explore this topic.
