Changing Elite-Mass Relations in Democratizing Korea

The relationship between the elite and the broader public in Korea began a process of radical transformation when democratization arrived in 1987. As democratization promoted growth and development of mass society, traditional authori-tarian elite-mass relations became more democratic. Broad pub-lic forces formed citizen groups that actively participated in the making and implementation of policy by scrutinizing and re-straining the political elite and government.
This paper examines the growth of mass society and new forms of mass movement in Korea after 1987. It also analyzes the changing patterns of elite-mass relations by focusing on three events that prompted the broader public to flex its new power to influence the elite’s decision-making -- the labor law amendment, the election law amendment compromise, and failure of the political parties to initiate election campaign re-form.
