The small-sized unplanned land developments have caused many side-effects such as lack of infrastructure, environmental damage and scenic damage while having been sporadically progressed so far. Therefore, new city management planning method called 2nd District Unit Plan was institutionalized which can establish and develop detailed plan according to Plan First and Development Later principle on Plan Control Areas and Develop-promotion districts among Control Areas so as to make planned development on certain scale.
2nd District Unit Plan, according to an investigation performed in 2007, was increased 5 times compared to 2005, and 2nd District Unit Plan is gradually settled down. For smooth operation of District Unit Plan system, Ministry of Construction & Transportation prepared the 1st District Unit Plan establishing guideline and the 2nd District Unit Plan establishing guideline, and especially, the 2nd District Unit Plan establishing guideline suggests District Unit Plan Guideline with common part and 6 types of Guideline in accordance with various plan types. However, the suitability of this Guideline has not been reviewed yet. This study judges that it is time to make evaluation and improvement on the Tourism & Recreation Type among Guidelines for the 2nd District Unit Plan.
Therefore, this study will evaluate Tourism & Recreation Type 2nd District Unit Plan Guideline through case analysis on the Tourism & Recreation Type 2nd District Unit Plan established after 2003, and will compare the Tourism & Recreation Type 2nd District Unit Plan Guideline with the Guideline of existing Non Built-up Areas plan system so that more suitable plan can be established than the Tourism & Recreation Type 2nd District Unit Plan as for suggesting improvement direction.
As it was progressed under a hypothesis that 2nd District Unit Plan establishment guideline is as important planning means and administrative guideline upon establishing the 2nd District Unit Plan, this study examined the state of the 2nd District Unit Plan represented in the 2nd District Unit Plan notice (revised) by each local authority to investigate the problems of Tourism & Recreation Type 2nd District Unit Plan Guideline, and made the following conclusions.
In relation with individual law, terms and standards suggested by various relative businesses shall be harmonized; land use category shall be shaped in detail to prevent confusion of terms; the difference of minor changes shall be in concord. In District Unit Plan Guideline, common guideline and Tourism & Recreation Type's own guideline shall be clearly differentiated; in typical guideline, Tourism & Recreation Type's own guideline shall be prepared. Especially, planning elements of 'scene' and 'environment' shall be suggested in systematic guideline so that the observance of plan can be clearly judged for better developed 2nd District Unit Plan Guideline.
It was hard to make comparison of District Unit Plan Guidelines in a mass only with the example represented in the 2nd District Unit Plan decisive (revised) notice, but we could see the state of the established plan of Guideline with planning elements, and this study is meaningful that we could draw out problems thereby and suggested improvement directions for Tourism & Recreation Type 2nd District Unit Plan Guideline.
However, as the Guideline for development plan is subject to change according to the social or local conditions, we should perform continuous monitoring on the problems of District Unit Plan for its smooth operation and improve Tourism & Recreation Type 2nd District Unit Plan Guideline, and we need continuous study for stable settlement of the 2nd District Unit Plan system.
