Expectations for the role of defense civilian personnel are growing as a means to prepare for the reduction of military service resources and to efficiently utilize civilian personnel. However, with the development of technology and weapon systems, the importance of defense civilian personnel is increasing, and at the same time, voices of concern about the defense civilian personnel system are also growing. This study aims to confirm the perception of defense civilian personnel and suggest policy directions through the exploration of ‘How has the Korean defense civilian personnel system changed?’ As a result of confirming the role of defense civilian personnel and the change in the system, it was found that defense civilian personnel started from ‘military’ in Japanese colonial era. There was a process of changing the name from ‘worker in military’ to ‘defense civilian personnel’, but path dependence was confirmed. Although the size and role of defense civilian personnel were attempted through ‘defense reform’ and ‘public job creation’, the effect was insignificant. It was judged that this is the time when a disconnected change in the role of defense civilian personnel is necessary due to recent environmental changes. This study attempted to suggest the direction in which the defense civilian personnel policy should pursue based on the results of finding the origin of defense civilian personnel and tracking the process of change in roles and systems.
It is hoped that through this study, an understanding of the importance of the role of defense civilian personnel and the justification for expansion will be promoted, and that defense civilian personnel may be recognized as subjects not subject to management as experts in the defense field.
