The study was to investigate an evaluation approach that included most important and necessary components to evaluate training efficiency and effectiveness in a real situation through reviewing a variety of training and training evaluation literature. The approach described in this study would be flexible enough to accomodate any evaluation model and include any components favorable to structural integration with the system of training activities to be evaluated. First, the study identified four purposes - proving, improving, learning, and controlling - which any training evaluation would intend to achieve and made some suggestions when evaluating training programs. Second, the study detailed out evaluation criteria by broadening a conventional framework of evaluation to measure training efficiency and effectiveness. Third, based on the discussed evaluation purposes and criteria, a pragmatic approach to training evaluation was proposed, in terms of three distinct parts - prior to the training event, during the training event, and after the training event, with possible evaluation questions and activities.
