都市計劃의 市民參與 擴大方案 = A Study on Fostering Citizen Participation in Urban Planning

Urban Planning process consists of a number of stages or phases which are linked through interaction of participants. All participants can bring influence to bear at each of these stages, either through citizens.
The citizen participation is defined as that citizens who are influenced by the formulation, decision and implementation process of polices made by bureaucratic organization bring their influence forth to the process of formulation and decision of polices and spontaneously participate in the implementation process.
It focuses on how much influence of an ordinary citizen can make felt in the process of policy formulation and decisions about urban planning.
As the citizen participation become more sophisticated the cost and inefficiency increase, When citizen participation is viewed as revitalizing democratic process at the grass roots level, it does not mean that democracy wastes money and time.
Citizen partcipation in the urban planning process should be made for protecting citizens' right and guarding public interests.
There fore, the main purpose of this study is to analyze the citizen participation theory in urban planning and to foster citizen participation in urban planning process.
Citizen's claim for participation in urban planning process appearded in various fields such as antipoverty program, supply of housing, housing rental program and urban renewal plan, the exeution of urban plans etc.
In the era of Local autonomy, for fostering citizen participation in urban planning process, it must be considered that all efforts must be to include participatory approaches in the planning process, and to improvement urban planning system for the increase in citizen participation.
What is more important is that citizen participation should be based on the relationships among citizens' urban admistrators and planning commission as professional expertise.
