사회협약의 정치적 조건: 한국과 아일랜드의 재해석 = The Political Conditions of Social Pact: Re-interpreting Ireland and Korea

In recent years some experiences of social pacts in Western European countries have coincided with the absence of strong unions and left-wing parties. Unlike the assumption that social corporatism was not longer possible since 1980s they succeeded in the making of social consensus between the unions and the employers. There are two important factors to understand the new dynamics of the social pacts. First, the government played a significant role to persuade the trade unions to accept economic policies that eventually brought the hard conditions for workers. Second, the government made a class compromise that promised to provide social protection system to help workers in face of monetarist economic policies. The changing industrial relations can be interpreted as a social response to the transformation of economic structure, employment patterns, and technological change. The success story of social pacts in some Western countries shows useful lessons. This article points out that the dynamics of social pacts were successful without traditional corporatist regimes based on continual tripartite negotiations at the national level. In the late 1990s Korea showed that unexpected political negotiations made social pacts including labor reform without comprehensive trade unions and social democratic parties. External environment such as economic crisis and a complex process of strategic choice of the social agents closely interacted with each other to reach social pacts. But we have to solve very difficult problems if we want social pacts as was seen in Western European countries. The government need to pursue a new model of social dialogue to make sustainable social pacts.

국문 초록 (Abstract)

최근 서유럽의 새로운 사회협약의 일부는 강력한 산별노조와 사회민주당과 같은 전통적인 지원체제가 없어도 성공적으로 유지되고 있다. 1980년대 이후 사회적 코포라티즘이 더 이상 지속가능하지 않다고 보았던 학자들의 주장과는 달리, 선진산업국가들은 유연화 개혁을 추진하면서도 사회적 합의를 추구하는 데 성공했다. 이러한 유럽의 새로운 사회협약의 역동성을 이해하기 위해서는 두 가지 요소에 주목해야 한다. 첫째, 사회협약을 성공적으로 만들기 위해서는 고용을 악화시키는 결과를 가져올 수 있는 경제정책을 추진하는 정부의 능력이 더욱 중요해졌다. 둘째, 사회협약에 참여하는 노동조합은 통화주의 경제정책의 부정적 효과를 완화하기 위해 정부가 후원하는 사회보호체제를 제공하는 노사 간 합의를 추진했다. 이러한 노사관계의 구조적 변동은 변화하는 경제구조, 고용구조, 기술의 변화에 조응하기 위한 사회적, 정치적 대응이라고 볼 수 있다. 최근 서유럽의 사회협약정치의 발전과 성공은 선진산업경제와 유사한 구조로 변화하고 있는 한국 사회에도 중요한 교훈을 줄 수 있다. 이 논문은 1980년대 이후 유럽의 새로운 사회협약의 일부가 전통적인 코포라티즘 체계가 없는 상황에서 형성된 점을 주목한다. 1998년 한국에서도 노사 대표 간 전국적 중앙교섭체제가 없는 조건에서도 노동조합과 사용자 단체는 노사정위원회에서 노동법 개정의 합의에 도달했다. 이러한 외부적 환경의 급격한 변화와 이해당사자들의 정치적 전략 선택의 복합적 과정을 통해 최초의 사회협약이 가능했지만, 다른 유럽 국가들과 마찬가지로 사회적 대화가 정착하는 데는 많은 제약 요소가 존재한다. 이제 한국 정부는 선진산업국가의 사회협약정치에 관한 체계적인 평가를 통해 미래지향적 노사관계를 위한 사회적 대화의 한국 모델을 다시 검토해야 한다.
