유럽연합의 대외관계: 1990년대 이후 지역간주의(interregionalism)의 강화 = European Union's External Relations: reemergence of interregionalism after the 1990s

If the interregionalism as such is no novelty, what is then new about the reemergence of interregionalism in the European Union's external relations in the 1990s ?" This article explores the extent to which it makes sense to see the use of the interregionalism as an instrument to provide partnership of the EU. Interregional relations espoused with the partnership spirit, composes one of the most important characteristics of EU's external relations in the 1990s. Despite the simultaneous tendency of interregionalism both experiencing in US and in EU with the rise of the new Regionalism from the mid-1980s, I argue that there are significant differences between the EU and the US especially in terms of the way in approaching the regionalism.
This is more salient when compared to the US bilateral-like manner even within the regional system. Moreover, in the US participating regional cooperation such as NAFTA, FTAA and APEC, these regional cooperations are likely to function as a sphere of influence for the US due to the dominant US role. As for the EU, I suggest that EU is using interregionalism as a way to lay down a regional Hub-and-Spokes system in difference to US bilateral style Hub-and-Spokes system. Hence, to EU, the use of the interregional relation is a way to forge a partnership with other region or region-likes in order to reinforce the European order which could suggest an alternative way of an US driven world order.

국문 초록 (Abstract)

유럽연합은 설립 초기부터 대외 관계에 있어 자신이 구축한 지역 공동체의 경험을 바탕으로 한 지역 대 지역 협력(region to region) 체제를 선호하였다. 그렇다면 1990년대 이후 유럽연합의 대외 관계속에서 지역간주의(interregionalism)의 강화가 새로운 것은 무엇인가? 1980년대 중반 이후 등장한 신지역주의의 등장은 유럽연합이외의 지역에서도 지역간주의의 형성을 촉발시켰으며, 이는 유럽연합이 추구하는 지역간주의가 다른 지역간주의와 구별점을 고찰할 수 있는 중요한 계기를 마련해 준다. 더욱이 유럽단일시장의 완성 시점인 1992년을 전후해서 유럽의 요새화에 대한 위협의식을 느껴 지역형성에 참여하기 시작한 미국의 지역형성 방식과의 비교분석은 유럽연합이 추구하는 지역간주의를 이해하는데 중요한 역할을 한다. 1990년대 이후의 유럽연합의 지역간주의는 동반자 개념(partnership)과 관련지어서 보다 구체적으로 관찰할 수 있다. 미국이 지역간 협력을 양자관계의 확장처럼 간주하는 것과는 달리, 유럽연합이 추구하는 동반자 관계를 통한 지역간 협력관계는 상대 지역형성을 촉발 시키는 역할을 담당하고 있다. EU는 지역간 협력을 확장하고자 노력하는데, 이는 지역간 협력이 국제관계를 평화적으로 해결할 수 있는 긍정적인 틀로서 기능할 수 있는 중요성을 인식하고 있기 때문이다.
