      Malaysia has, since the turn of the 21st century, formally adopted Integrated Water Resources Management (IWRM) as the way forward to sustainably manage its water resources. This paradigm shift has also been embodied in the National Water Resources Policy formally launched in March 2012. The adoption of IWRM marks a clear shift away from past fragmented and sectoral management practices. The recent endorsement of the United Nations Sustainable Development Goals by Malaysia has further reiterated that IWRM will be implemented at all levels by the year 2030. Despite the formal declaration and adoption of the IWRM policy, its implementation to‐date has yet to gain adequate traction on a national scale. Fragmented management of the water sector both at the Federal and State levels is a legacy from the past which continues as the institutional norm. There is a need for IWRM awareness raising, advocacy, and capacity building. This includes training and education programs, modular and material development, communication, and delivery system, facilities establishment, and appropriate governance mechanisms to improve the current water management system and practices in Malaysia, as well as ensure local participation and governance. This approach will also polish the shortcoming through the mobilization of all institutional and community stakeholders toward the implementation of the IWRM agenda nation‐wide.
      马来西亚自进入21世纪起便正式采用了水资源综合管理(IWRM),作为走向可持续管理水资源之路。这样的典范转移同样在2012年3月正式实行的全国水资源政策中有所体现。IWRM的采纳标志着远离过去分散的部门管理实践。马来西亚近期签署的联合国可持续发展目标(SDGs)进一步强调IWRM将在2030年从各个层面予以实行。尽管IWRM政策得以正式宣布和采纳,其目前的执行还需全国施加足够的牵引力。联邦和国家层面上分散的水部门管理源于过去到现在制度准则的影响。马来西亚缺乏IWRM意识提升、倡议和能力建设(AACB)。AACB包括培训和教育计划、课程和材料发展、传播和交付体系、设施建设,以及恰当的治理机制,以提高当前马来西亚的水管理体系和实践,同时确保地方参与和治理。此法也将通过动员制度和社区利益相关者在全国范围内实行IWRM议程,从而修饰不足之处。
      Malasia, desde principios del siglo XXI, adoptó formalmente la Gestión Integrada de los Recursos Hídricos (GIRH) como el camino a seguir para gestionar de forma sostenible sus recursos hídricos. Este cambio de paradigma también se ha incorporado a la Política Nacional de Recursos Hídricos lanzada formalmente en marzo de 2012. La adopción de la GIRH marca un claro cambio de las prácticas de gestión sectorial y fragmentadas del pasado. El reciente respaldo de Malasia a los Objetivos de Desarrollo Sostenible (ODS) de las Naciones Unidas ha reiterado que la GIRH se implementará a todos los niveles para el año 2030. A pesar de la declaración formal y la adopción de la política de GIRH, su implementación hasta la fecha obtener una tracción adecuada a escala nacional. La gestión fragmentada del sector del agua, tanto a nivel federal como estatal, es un legado del pasado que continúa siendo la norma institucional. Existe la necesidad de la sensibilización, la promoción y el desarrollo de capacidades (AACB) de la GIRH. Esto incluye programas de capacitación y educación, desarrollo modular y de materiales, sistema de comunicación y entrega, establecimiento de instalaciones y mecanismos de gobernanza apropiados para mejorar el sistema y las prácticas actuales de gestión del agua en Malasia, así como para garantizar la participación y la gobernanza locales. Este enfoque también pulirá la deficiencia a través de la movilización de todos los interesados institucionales y comunitarios hacia la implementación de la agenda de GIRH a nivel nacional.
