대한장애인체육회 상임심판제도 운영에 대한 인식 및 만족도 = Cognition and Satisfaction on the Operation of Permanent Judge System of Korea Paralympic Committee

국문 초록 (Abstract)

본 연구의 목적은 대한장애인체육회 상임심판제도 운영에 대한 인식, 만족, 효과 및 필요성을 비교ㆍ분석하여 제도 운영에 있어 앞으로 나아가야 할 정책적 방향을 제시하기 위한 이론적인 기초자료로 활용하는데 목적이 있다. 이를 위해 상임심판과 해당 가맹단체 협회관계자 17명을 대상으로 자료를 수집하였으며, 자료분석은 SPSS 21.0을 이용하여 빈도분석, 교차분석, 순위합 검정 방법인 Mann-Whitney Test로 분석하였다. 연구의 주요 결과는 다음과 같다. 첫째, 제도 운영 목적, 임무 및 역할에 있어 두 집단 모두 높은 수준의 인식을 가지고 있으나, 제도 및 운영 규정에 있어서는 상대적으로 인식 수준이 낮은 것으로 나타났다. 둘째, 제도 및 운영에 대해 두 집단 모두 높은 만족도를 가지고 있으나. 상임심판의 경우 해당 가맹단체의 운영에 대한 만족도가 상대적으로 낮은 것으로 나타났다. 셋째, 제도는 공정성, 전문심판양성, 여건개선에 효과가 높은 것으로 나타났고, 공정성에 있어 두 집단 간에 통계적으로 유의한 효과 차이가 나타났다. 넷째, 두 집단 모두 제도가 지속적으로 운영될 필요성이 있는 것으로 나타났고, 통계적으로는 유의한 차이가 나타났다. 결론적으로 상임심판제도가 확대·운영되기 위해서는 해당 종목 단체의 심판위원회의 운영 책임 강화와 심판규정을 체계화하고, 성과 중심 평가도구 개발이 이루어져야 하겠다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to compare and analyze the cognition, satisfaction, effectiveness, and necessity of the permanent judge system of the Korea Paralympic Committee and to use it as a theoretical basic data to present the policy direction to move forward in the operation of the system. To this end, 17 members of the association of the permanent judge and the relevant member organizations were collected and the data analysis was analyzed using the Mann-Whitney Test, a method for frequency analysis, cross-analysis and rank-and-file testing, using the SPSS 21.0. The main results of the study were as follows: First, both groups have high levels of cognition in terms of the purpose, mission and role of the plan operation, but relatively low levels of cognition in terms of the plan and operational regulations. Second, both groups have high levels of satisfaction with the system and operation. In the case of permanent judge, the satisfaction level of the operation of the affiliated organizations was found to be relatively low. Third, although the system was found to be highly effective in fairness, professional judgment, and improvement of conditions, there was a statistically significant difference in effectiveness between the two groups in fairness. Fourth, both groups indicated that there was a need for the plan to continue to operate, but statistically significant differences emerged. In conclusion, in order for the permanent judge system to be expanded and operated, it is necessary to make the strengthening the judicial commission's operational responsibilities, and to develop performance-oriented evaluation tools.
