      Recently, The flood harzard by heavy flood is increased in urban area day after day. Urban areas, concentrated on many housings, facilities and buildings, has been more damaged than other.
      The study for decreasing those flood hazard by heavy flood has been carried out actively, but efficient management has not been accomplished. The study for building of flood hazard management system connects GIS to manage efficient flood hazard recently is under way actively internally and externally.
      Problems in management of flood hazard is that flood hazard, which occurs in damaged area again before restoring, results in tremendous damage.
      In this study, we constructed flood hazard management system, which connects GIS with flood hazard data, to decrease damage by flood hazard as providing flood hazard information utilizing internet and mobile GIS. This system allows citizen and related public officers to access with easy, and then retrieve information needed. In addition, its service for retrieving shelter and dangerous buildings is expected that it gives help to reduce flood damage.
