‘발달장애’ 개념에 대한 특수교육학적 고찰 = A Review on the Concepts of Developmental Disabilities in Special Education

Since the Developmental Disabilities Services and Facilities Construction Act of 1970 (PL 91-517) introduced the concept of developmental disability, the term of developmental disability has received a great deal of attention in the field of special education. It seems that the term of developmental disability was introduced in Korea at the beginning of 1990s when the term began to appear in the literature related to special education. Since then, there has been a large number of studies that have focused on understanding the concept of developmental disability and documenting methods to teach children with developmental disabilities. Unfortunately however there is no clear and coherent interpretation regarding the concept or definition of developmental disability.
Therefore, this paper examined the concepts of developmental disabilities covering several areas (dictionaries, law, medical science, and special education) by reviewing related literature with the purpose of explaining why a clear and coherent definition of developmental disability is necessary and making several suggestions which can be taken into account in defining a clear and coherent definition of developmental disability in the field of special education.

국문 초록 (Abstract)

우리나라 특수교육학계의 문헌들을 살펴보면 ‘발달장애’의 개념에 대한 일치된 이해가 결여되어 있다. 다시 말해서 발달장애라는 개념이 진단범주에 의한 접근보다는 기능적 접근을 강조하려 한다는 점에서는 일치하고 있으나, 발달장애의 범위에 있어서는 ‘감각장애는 제외될 뿐만 아니라 다른 장애들 중에서도 중증인 경우만 발달장애에 포함된다’라는 의견에서부터 ‘0세에서 20세까지의 발달기에 발생되는 모든 장애상태를 망라한다’라는 의견까지 그 이해의 차이는 매우 크다. 따라서 발달장애라는 용어에 대한 관심이 높아지면서 ‘발달장애아 조기교육의 이론과 지도방법’, ‘발달장애의 진단과 평가’, [‘발달장애아 교육과 프로그램 적용’, ‘발달장애 학생을 위한 인지 방략’, ‘발달장애학생 언어교육 프로그램’, ‘발달장애인 직업교육과정’, ‘웹(Web)을 통한 발달장애학생의 생활기술 훈련 프로그램’ 등 많은 발달장애관련 책자들이 발간되고는 있지만 발달장애의 개념은 무엇이며 발달장애아 또는 발달장애학생은 누구를 지칭하는 지에 대한 분명하고 일관적인 견해가 없다. 이러한 상황은 발달장애의 개념정립이 무엇보다도 필요하다는 점을 지적하기에 부족함이 없어 보인다. 따라서 본 연구에서는 발달장애의 사전적, 법적, 의학적, 특수교육학적 개념들에 대해 살펴보고 논의한 후 그러한 논의를 바탕으로 특수교육에 있어서의 발달장애 개념이해의 현황 및 개념정립의 필요성에 대해 설명하고 발달장애 개념정립에 있어서 고려될 수 있는 몇 가지 점을 제언하였다.
