The purpose of this study are to analyze and diagnose exiting educational self-governing system's problem in compliance with its basic principles, to present the new viewpoint in comparative analysis with the advanced countries, to find out problems revealed according to the basic principle of educational self-governing, and to grope for the improvement plans.
As a result of the analysis, first, exiting educational self-governing system does not have inhabitant's control equipment for educational activities
Second, because the educational self-governing bodies are made with great-sphere of Sho or Do, attending opportunity is not given to the inhabitants in the education of Shi, Gun or Gu. Especially, exiting educational self-governing system in Korea is imperfect and unsystematic according to the basic principle, which are the control by the inhabitants, independence, expert administration, and decentralization.
By this study, the developing method to settle these problems are as follows.
First, exiting educational self-governing system has to go forward direction which can increase inhabitant's attending on deliberation decision related with the local education.
Second, the member of education committee should be elected directly by the inhabitants' vote.
Third, in order to keep the local educational autonomy, the education committee should be independent from the local assembly by securing the rights for the regulations and the budget, etc.
Fourth, for the purpose of decentralization, the local educational autonomy should be expanded to the lower-level administrative units, i. e. Shi, Gun and Gu.
Finally, in order to expend local education finance which is one of the improvement problem to settle local education autonomy, exiting educational self-governing system, the existing local education finance grant ratio has to be controled upward to 15%.
