청년은 청년의 대표를 원하는가: 청년대표성과 할당제 = Political Representation of Young Generation and Youth Quota

국문 초록 (Abstract)

많은 청년들이 취업, 주거, 소득 등 여러 면에서 큰 고통을 호소하고 있다. 앞선 세대에 비해 기회가 희소해졌다는 박탈감과 함께 세대 내 불평등 문제에 대해 매우 예민한 반응을 보이기도 한다. 청년문제의 실질적인 해결을 위해서는 정치적 대표성이 높아져야 한다. 하지만, 청년층 내부의 공정성 중시와 능력주의는 세대집단 내적으로 결속력을 형성하기 어렵게 한다. 또한 젠더 이슈에 의해서도 청년들의 인식격차는 심화하고 있다. 다른 국가와 비교할 때 우리 의회는 청년층의 과소대표 문제가 가장 심각한 상황이며, 이에 대한 해결책으로 청년공천할당제가 추진되고 있다. 이 제도에 대한 여론지형을 분석한 결과, 전 연령대에 걸쳐 지지가 높은 한편, 청년층이 지지가 더 높지는 않았다. 남성의 경우 젊을수록 할당제에 대한 지지가 낮은 경향이 있고, 청년남성 가운데서도 보수집단은 할당제에 대해 가장 부정적이다. 청년의 대표성 제고를 위해서는 법률적 규정만이 아니라 정당, 교육기관 등의 통합적인 노력이 요구된다.

다국어 초록 (Multilingual Abstract)

The youth issue is one of the top priority in government policy making and is also dealt with as a major agenda in the presidential election. Young generation shares the sense of deprivation that opportunities have become scarce compared to the elders. They are also very sensitive to the intra-generational inequity. With regard to youth, it is necessary to strengthen their political representation. The underrepresentation of Korean youth is far more serious problem than other countries. While youth quota is recommended to appeal to young voters and to increase substantive youth engagement in decision-making, Korean youth do not support the measure more than elders. Particularly, male conservatives among youth do not support quota less than others, even for their representation. For the proper representation of youth, holistic approach is required.
