철도건설 갈등발생 요인분석을 통한 갈등관리 방안 연구

국문 초록 (Abstract)

공공갈등 관리시스템이란 갈등영향 분석, 갈등관리 심의위원회 설치, 참여적 의사결정방식 등을 도입함으로써 공공갈등을 사전에 방지하고 사후에 체계적으로 조정·관리하는 것을 의미한다.
철도건설사업 갈등을 살펴보면, 피해보상갈등, 통과방식갈등, 역사 및 차량기지신설갈등, 환경파괴갈등, 재정분담갈등으로 종합해 볼 수 있다. 이러한 갈등을 조정하고 해결하기 위해서는 주민참여 문화정착, 갈등교육강화, 갈등조정 제도적기능, 협력적 거버넌스 구축이 요구되어지고 있다.
사업구상 단계에서 충분한 공론화 과정을 거쳐 신중하고 투명한 의사결정으로 국민적 합의를 도출하고, 사업계획 단계에서 주민참여 문화를 정착하여 충분한 공론화 과정을 거쳐 투명한 의사결정으로 합의를 도출하여 갈등예방 효과를 극대화하여야 한다. 이는 사회경제적 비용뿐만 아니라 시공중인 사업의 리스크를 최소화 할 수 있을 것이다.
갈등관리 교육체계를 기반을 마련하여 갈등관리 자체가 경쟁력으로 대표될 수 있는 만큼 보다 체계적이고 효율적인 갈등관리를 위해 인재양성을 위한 갈등관리 인력을 확보을 확보하고, 갈등이 예상되거나 발생할 경우 민간 전문가를 중재자로 활용하여 과학적 지식과 경험을 겸비한 중재 전문가들을 육성 및 활용하여 민간의 갈등해결 기법과 역량을 접목시켜 사회갈등 해결능력을 제고하여야 한다.
갈등은 이해당사자마다 변화하며, 시간과 환경에 따라서도 갈등양상이 급변할 수 있다. 이러한 이유는 정보의 부족과 네트워크의 단절이 원인으로 볼 수 있다. 이를 위해서는 다양한 계층에 대하여 갈등해소를 위한 협력적 공동체를 형성할 수 있도록 거버넌스 구축체계를 마련 강화해야 한다.

Public conflict management system means that preventing public conflict in advance by introducing conflict effect analysis, organizing conflict management consultation council for and participant decision making system and adjusting and managing systematically after conflict.
If we see the conflict of railway construction project, we can summarize conflict about damage compensation, transit method, construction work and new establishment of vehicles base, environment destruction, and finance share. it is required for adjusting these conflicts to settle residents participant culture, enhance education about conflict, establish legal function for adjusting conflict and cooperation governance.
National consensus should be drawn with open and aboveboard decision making through public discussion in the process of business conception. Residents participant culture should be settled and we should maximize preventing conflict with open and aboveboard decision making through public discussion in the process of business planing. This will minimize not only the society economical cost but also the risk of constructing industry
Conflict management can be competitive power. Therefore we should set up the conflict management education system and get people who have ability for managing conflict systematical and effectively and who can educate people to manage conflict. if conflict is predicted or happened we should solve with private experts as a mediator. and educate mediation experts to have scientific knowledge and experience and improve their ability to solve social conflict with the conflict solving way and ability of private experts.
Conflict can be changed according to people and appearance of conflict can be changed suddenly according to time and environment. Lack of information and interruption of network are the reason of this. For this, we should enhance to establish governance for making cooperation community for solving conflict according to different age group.
