한반도 평화정착을 위한 DMZ의 경제적 이용방안 = A Study on Economic Utilization of DMZ for the Peace Establishment on the Korean Peninsula

국문 초록 (Abstract)

비무장지대(DMZ)를 포함한 접경지역은 생물 다양성과 희귀 동식물 보전 등 생태계의 보고인 동시에, 분단의 아픔을 간직하고 있는 대립과 갈등의 상징적 장소이기도 하다. 이러한 특성으로 이 지역은 생태⋅평화적 가치 증가 및 보존⋅복원에 대한 요구와 제안들이 꾸준히 이어져 왔으나, 개발이 제한되어 여전히 낙후되어있다. 그러나 문재인 정부 들어 3 차례의 남북정상회담, 한반도 신경제구상에서의 ‘접경지역 평화경제벨트’ 채택, 그리고 2019년 9월 UN연설에서의 ‘DMZ 국제평화지대화’ 제안 등으로 이 지역 개발에 대한 관심과 가능성이 커졌다. DMZ⋅접경지역 개발은 분단과 갈등, 냉전을 상징하는 장벽(Wall)에서 벗어나 두 동강 난 남북한의 허리를 하나(One󰠏korea)로 연결하고 한국경제의 신성장 동력 발굴과 경제통일 실현, 나아가 한반도를 동북아의 거점(Hub)으로 발전시키는 새로운 기회의 창(Window)을 제공함으로써 남북한 상생(Win󰠏Win)의 터전이 될 것이다. 또한 이의 평화적⋅경제적 이용은 남북한 경제적 측면 외에 정치⋅군사⋅사회문화적으로도 큰 의미와 유무형의 효과를 가져다줄 것이다. 본고에서는 경제적 측면을 중심으로 DMZ의 평화적 이용에 대한 국가적 의미와 추진방안을 살펴보고자 한다. 이를 위해 먼저 DMZ 개발의 의미와 중요성, 필요성과 함께, 주요국의 접경지역 및 평화공원 개발 사례를 살펴보았다. 주요 사업별 단계적 추진방안 제시와 함께, 자금 조달방안도 간단히 점검해보았다.

다국어 초록 (Multilingual Abstract)

Border area including the demilitarized zone(DMZ) is a repository of ecosystems that preserves the biodiversity and protects endangered species, but on the other hand, it is a symbolic place of antagonism and conflict from the separation of two Koreas. There have been continuous requests and suggestions made for the restoration of biospheric and peaceful value but the area is still left undeveloped due to restrictions. However, during the Moon Jae-In administration, three North-South Korean summits, ‘peace economic belt construction in the border area’ as part of the Korean peninsula New Economic Initiative, and the proposal for an ‘international peace zone’ at the DMZ made in the UN speech in September 2019 brought much attention and possibilities of this area’s development. The development of the DMZ·border area, if possible, would remove the wall that symbolizes separation, conflict, and cold war and connect the broken Koreas into One-Korea. It would provide a new window of opportunity to discover a power of Korea’s economy and realize economic unification and to develop the Korean peninsula into a hub of economic cooperation in Northeast Asia, so that it becomes the ‘win-win place’ for both South and North Koreas. Moreover, the peaceful and economic utilization would bring a significant meaning in terms of political, military, and sociocultural aspects as well as economic aspect. In this paper, the national significance of the DMZ’s peaceful utilization and the progression plan are discussed from economic perspective. First, the paper addresses the significance of the DMZ development and the case-study of the border area and peace park in neighbor countries. Then the paper introduces a step-by-step plan by major projects and funding plans.
