As policy conflicts increase in a modern government, many democratic countries have institutionalized cabinet council system as an effective policy coordination mechanism. This paper examines cabinet council systems of USA, UK and France in terms of strategic role, structure, staff and operation, and then draws insights for revitalization and effective management of Korean cabinet council system.
Though cabinet council systems have developed differently in these countries, they have common characteristics which help coordinate policy conflicts in an effective and timely way. Among them are the president's strategic use of cabinet councils, active engagement of the president's policy assistants, complex subcommittees and task forces, standard operations procedure, and professional full-time staff. But Korean cabinet councils are on the initial stage of its development. They need to be more elaborated in its substructure, operations and staff service. Furthermore, the president should actively undertake the chairmanship of these councils and discourage coordination machines to proliferate outside of cabinet council system.
