Republic of Korea Air Force (ROKAF) is procuring and operating various military supplies through contracts of domestic and overseas suppliers for the mission to defend the airspace of the Korean Peninsula. It is called defects if a product doesn’t match the quality qualification at the time of acceptance test or malfunction occurs in a short period time, and suppliers should take actions including repair without cost or replacement in the earliest time in accordance with purchase contract. In general cases, contract suggests that no responsibility lies on purchaser if compensation is requested within 1 year. However, looking into last 10 years of defect cases of ROKAF, approximately 1,600 cases occurred and 49.8% was compensated within 1 year, 82.7% in 2 years, 17.3% over 2 years. Delay in compensation process can affect weapon system’s operational rate and additional cost might occur procuring parts. To overcome this, relevant branches should expedite the compensation process by putting active attention and effort on defective parts. This research suggests 4 methods of minimizing compensation period based on flexible cooperation between military / suppliers and strengthening relevant personnel’s abilities. First, to prioritize parts that take more than 2 years of compensation period and pay special attention on those parts. Second, to improve cooperation between relevant branches and reinforce education for relevant personnel. Third, to actively involve in compensation process utilizing cooperative body between domestic and overseas suppliers. Lastly, establish and carry out management strategy for newly adopted weapon systems’ defects. I wish expedited compensation process is achieved through modifying general concept of defect compensation process in the military and improvement of related regulations and relocation of personnel based on this research.
