국문 초록 (Abstract)

본 연구에서는 1970년대 초반 한국의 자주국방정책을 군비증강 대 동맹(arms vs alliances)이라는 동맹이론의 관점에서 살펴본다. 본 연구에서는 왜 1968년의 안보 위기에 자주국방정책이 제기되었음에도 2년이 지난 후에야 비로소 정책으로 추진되었는지의문제를 제기하고, 이를 군비증강 대 동맹의관점에서 설명한다. 즉, 당시 상황에서 동맹이 군비증강(자주국방)보다 효율적인 정책이었다. 한국정부가 자강의 정책보다 동맹정책을 우선시한 것은 당시 내부적 자원동원력이부족으로 ‘자주국방’정책을 추진할 여력이 없었기 때문이다. 하지만 일련의 동맹 강화 노력(가령 한미상호방위조약의 개정이나 APATO 와 같은 집단방위동맹 추진 노력 등)이 좌절되자 자강정책으로 선회할 수밖에 없었으며, 한국정부는 1970년대 초반 미국의 물적 지원확보와 내부적 자원기반 확층 노력을 병행함으로써 이후 실질적 자주국방의 기반을 마련하였다.

This study examines South Korea's self-reliant defense policy in the early 1970s from the perspective of alliance theory, specifically arms vs. alliances. It raises the question of why the self-reliant defense policy, proposed during the security crisis of 1968, was not pursued until two years later and explains this delay through the lens of arms vs. alliances. At the time, alliances were more efficient than arms build-up (self-reliant defense). The South Korean government's prioritization of alliance policy over self-reliance was due to a lack of internal resource mobilization capacity to implement the self-reliant defense policy. However, when efforts to strengthen alliances (such as revising the U.S.-ROK Mutual Defense Treaty or pursuing regional multilateral alliances such as APATO) failed, the government had to turn to a self-reliant policy. The South Korean government had laid the groundwork for substantial self-reliant defense by simultaneously securing U.S. material support and expanding its internal resource base in the early 1970s.
