The parameters relating to inelastic displacement ratio of SDOF bilinear system and damping system in NEHRP site class BCD are investigated, that is, site class, post-yield stiffness ratio, damping ratio, yield-strength reduction factor, natural period, and so on. The previous CR factor overestimates the inelastic displacement ratio over specific periods due to following equal displacement rule, is not studied systems lower than 5% damping ratio. In this study, it is proposed median and deviation equation of the CR of the bilinear SDOF system with 20% post-yield stiffness ratio and damping ratio or less, presented the chance of wide use. By using proposed equation to compute the probability distribution of CR. it can make use of when performance-based design is used.
