중관촌 모델과 비공식 신용거래 관행 = Contents : Zhongguancun Model and the Practices of Informal Credit Transactions

국문 초록 (Abstract)

이 논문은 ‘중국의 실리콘 밸리’라 불리는 북경 중관촌의 비공식 신용 거래 관행에 관한 것이다. 중관촌의 과학기술산업과 중소민영기업의 발전 양상과 특징은 일반적으로 ‘중관촌 모델’에 의해 설명된다. ‘중관촌 모델’론은 다른 주요 경제 특구와는 구별되는 중관촌의 지역적 특성을 강조함으로써 중관촌 경제의 발전 양상에 대한 포괄적인 상을 제시해주지만, 동시에 공식적인 담론을 바탕으로 중관촌 경제를 지나치게 정형함으로 인해 그 과정적인 측면과 실제 경제 관행의 중요성을 등한시하는 경향이 있다. 이 논문은, 인류학적인 현지조사를 바탕으로, ‘중관촌 모델’에서는 다루어 지지 않지만 중관촌의 성장 시기에 IT 경제의 팽창과 원활한 작동에 기여한 ‘자훠’ 또는 ‘다바이탸오’라 불리는 중관촌 특유의 신용거래 관행을 분석하고 있다. 상당수의 중관촌 유통업자들은 이전 소속 단위와 동향 관계 연망을 중심으로 광범위한 비공식적 신용거래 관계의 연쇄에 얽혀 있는데, 이들은 이러한 거래 관행을 효과적으로 활용하여 부분적으로 자금난 을 극복하고 IT 시장 상황의 변동에 융통성 있게 대처할 수 있었으며, 일부는 보다 신속하게 자본을 축적함으로써 사업 규모를 확대해 나갈 수 있었다. 이러한 점에서 정부의 규제 및 지원 영역 외부에서 작동되는 이 비공식적 신용거래 관행은 궁극적으로는 중관촌 민영 경제의 팽창 및 원활한 작동 과정에서 중요한 한 축을 담당했다고 할 수 있다.

다국어 초록 (Multilingual Abstract)

This research is concerned with informal credit transactions in Beijing`s Zhongguancun(ZGC), dubbed “China`s Silicon Valley.” The researchers of China`s economic liberalization have utilized the framework of ``ZGC Model`` in their characterizing the developmental phases of ZGC`s high-tech industry and small and medium-sized private enterprises. While the model, by highlighting local industrial features, provides with comprehensive picture of Zhongguancun`s developmental features, yet it simultaneously tends to disregard the processual and practical aspects of ZGC`s economy as it over-typifies the reality mostly relying on official discourses and representations. This article, based on an anthropological fieldwork, explicates ZGC-unique practices of informal credit transactions, locally called zhahuo or dabaitiao, which has substantially contributed to the expansion and proper operation of ZGC`s IT industry in its developmental stages. Entwined with each other around the social networks, not a few ZGC`s entrepreneurs in the sector of distribution were and are inextricably involved in the chains of credit transactions, through which they could relieve themselves of the problem of operational fund shortage and cope with the unexpected changes in the IT market situations. The practices operating outside the reach of the state, enabling the ZGC`s entrepreneurs to accumulate capital and expand their business scale for a short period of time, have thus made a practical contribution to the smooth operation of high-tech industry as well as the expansion of small and medium-sized private enterprises in the ZGC area.
