자치경찰 도입에 관해 논의 중인 법률(안)과 제주자치경찰의 특성 비교 검토

Local self-government police should be carried out systematically so that the fundamental ideas of local autonomy and its institutional guarantees by constitution could be attained. Democracy, effective affairs, and services for local residents could be supported by operating the self-governing police, and by managing and monitoring it practically. Futhermore, whether the self-government police should be taken effect or not should be considered from legislative views, rather than from the view of violation that can be regarded as abuse or ignorance of legislators, resulting in getting into an argument of being against constitution. Thus, basic factors of local autonomy should be set up by legislation. Legal establishment as well as its perfect institutional system should be assured in order that the local self-government police could come into effect. Therefore, it is necessary to fulfill the self-government police suitable for local autonomy system by making sure reasonable and systematical local self-governing police.
