자치경찰제실시에 따른 소요재원 추정과 재원분담 방안 = Financial Requirements and Burden-Sharing for the Autonomous Police System

The matter of financial requirement and burden-share is one of the important things in carrying out the autonomous police system. The numerical value of financial requirement can be estimated for the most part by analyzing the existing police budget. It is not easy, however, to solve those kinds of problems of the financial requirement because there is a matter of interests between central government and local government.
It can be priority item that national tax is transfered to local tax. In this case, it is necessary to establish the tax item which is able to allot the cost for autonomous police. The second one is to establish autonomous police grant. A grant may cause a different view between central and local government. And local transfer tax can be available for this situation within the limits to reform the item of measurement, the unit of measurement, and the rate of transfer. We can also use the specific grants in such cases.
