비교적 관점에서 지역산업구조의 변이ㆍ할당분석 = A Comparative Study on the Local Competitiveness of Industries by Shift and Share Analysis: Chonnam and Gyeongnam Provinces

국문 초록 (Abstract)

본 논문에서는 전라남도와 경상남도의 양 지역산업에 대한 구조적 분석과 동시에 비교적 관점에서의 연구를 진행하였다. 이를 위해 지역산업별 변이ㆍ할당분석을 이용하였으며 아울러 동 분석의 전단계로서 입지상 분석을 병행하였다. 양 지역을 대상으로 실증 분석한 결과는 다음과 같다.
첫째, 농림어업은 전남의 전통적인 기반산업으로서 농어촌 구조개선과 정책적 지원을 계속 확대하고 신 성장산업으로 육성할 필요가 있다. 반면 경남의 농림어업은 현 수준에서 만족하는 전략을 채택하고 대체산업으로의 점진적 전환을 모색하는 것이 좋다. 둘째, 전남과 경남 양 지역 모두 제조업과 전기ㆍ가스ㆍ증기ㆍ수도업 등의 기간산업이 비교적 강세를 띠고 있으므로 향후 성장동력산업으로 육성하면 큰 성과를 보일 수 있다. 셋째, 전남의 건설업과 운수업은 많은 기여 가능성이 보이는 반면에 경남의 건설업과 운수업 분야는 모두 심각한 문제점을 노정하고 있다. 넷째, 보건ㆍ사회복지서비스업은 양 지역 모두 발전가능성이 크며, 현재의 국가정책적 방향성에 부합하고 있다. 다섯째, 숙박음식점업과 교육서비스업은 경남의 경우 최근 성장세를 이어가고 있는데 반해 전남의 경우에는 침체 내지는 쇠퇴현상을 보이고 있다. 여섯째, 정보통신업과 금융보험업은 양 지역에서 모두 전문화 상태에 도달하지 못하고 있으므로 이 분야에 대한 혁신적인 대책과 투자 증대가 있어야 한다. 앞으로 전남과 경남은 분석결과를 바탕으로 중앙정부에서 추진하고 있는 '혁신도시' 및 '지역전략산업' 정책과 연계한 선택과 집중전략을 통하여 산업구조개선과 지역경쟁력을 적절히 제고할 필요가 있고, 나아가 지역 간 협업 체제 내지는 클러스터 구축 등을 통하여 시너지 효과를 창출할 수 있도록 하여야 한다.

다국어 초록 (Multilingual Abstract)

This study tried to review the economic growth procedure of Chonnam and Gyeongnam provinces by the structural analyses of their local industries. Locational quotient and shift-share methods were applied for this study, and the data of gross regional domestic product(GRDP) were collected from 2003 to 2011.
And this paper finds the following facts from the results of analyses.
First, Agriculture which has been the traditional basic industry of Chonnam province is needed to be improved in its structure and strengthened in supports of its employees.
Second, industries such as Manufacturing and Electricity-Gas-Water show that their locational quotients are over 1 point and their industrial mix effect are high in both provinces. So they will have great performance if they are treated as the main engine of local development.
Third, Construction and Traffic industries have much potential degree of contribution to the future growth of Chonnam province. But those industries of Gyeongnam province have serious problems in their locational quotients and their regional share effect and/or industrial mix effect.
Forth, industrial fields of Public Health, Social Welfare and Culture-Sports-Recreation Service have possibilities of growth in both provinces because their industrial mix effect and regional share effect are both high.
Fifth, industries such as Hotel and Food, and Educational Service are now on the way of growing tendency in Gyeongnam province, but they are on the state of stagnation and/or recession in Chonnam province.
Lastly, industrial types such as Information and Communication, and Finance and Insurance Service are now fragile in both provinces. And their locational quotients are under 1 point and their regional competitiveness is negative. So their self-growing capacities have to be expanded, and regional competitiveness and global changing-adaptability ought to be strengthened. And the supports from central government to both provinces have to be increased.
