Nowadays, a local government needs to respond to the changes of administration environment, and to the demands of different services. To do that, it requires some organizational changes, such as reducing the system and the personnels, and public commissions given to the private sectors.
This study proposes how to modify the local government organization in order to acknowledge and then to change according to the current trend.
To follow what the present administration wants, the local government must have a drastic reform in organization. In early 1990s, a New Public Management(NPM) has been introduced to reform movement.
This study suggests proposes some ways to reassure team systems so to run teams effectively.
First, introducing team system requires some changes within the existed organization.
Then, the team system should be informed to the public and the personnels. These people are encouraged to participate in the system.
Thirdly, it is necessary to reduce and reform the procedure of decision making so that the organization can be responsive to the surroundings.
Next is to have a strategy team organized based on the characteristics of the department, and to have a hierarchy team overcome its problems by organizing teams in various types.
It is also advisable to have a better job classification and promotion system.
Sixthly, it is good to have professionalism, process oriented, team mission sharing, good communication, fair evaluation, compensation system, and
The central government and the local government needs to develop the standard of the team system to meet the organization's needs.
Then, it is needed to have a working system to meet the demands of team running: for example, continuous reform effort, clear job mission, reorganizing the organization system, and so on.
Lastly, the direction of reform is to identify and renounce the culture of organization, to develop a new way of evaluation, to turn over the duty one to another, to educate the team system systematically, and to rethink of team-autonomy.
In conclusion, the team system is introduced to meet the changes in the local government. This system should be reformed in the direction of which the local government personnels and the public want for adminstration.
