한국 주차산업의 현대화 추진방향 및 경제적 효과 : 서울특별시 공영주차장 현대화 사업 수행방향을 중심으로 = (A) study on modernization of the parking industry and its economic effects in Korea : focused on modernization of the public parking lots operated by Seoul metropolitan city

국문 초록 (Abstract)

현재 폭발적으로 늘어나고 있는 자동차 증가추세에 맞추어 서울특별시에서는 최소한의 주차시설을 확충하면서 주차수요와 공급의 균형을 이루는 것을 목표로 합리적인 주차수요 관리 및 억제정책을 병행하여 나가는 것을 주차정책의 기본방향으로 설정하고 있다. 주차장의 설치와 폐지, 그리고 관리는 다른 교통정책과 유기적인 관계를 갖고 종합적인 차원에서 계획되고 운영되어야 하며 합리적이고 체계적인 정비가 필요하다.
서울특별시에서 공영주차장관리 현대화·민영화를 과감하게 추진할 수 있었던 것도 주차문제의 해결이 교통 운영개선책에 대한 근본적인 해법을 찾는 가장 근본적인 역할을 하고 있기 때문이다.
서울특별시 공영주차장 민영화 사업 관리운영 실태 및 동향을 점검해 보고, 선진 각국의 주차 교통정책을 비교 검토하여 주차장 운영의 문제점과 해결책을 알아보았다. 이를 토대로 한국의 상황에 적절한 선진 주차·교통문화 정착에 대한 방안을 제시하였다. 또한, 주차장 관리의 무인화 사업에 대한 "무선통신망을 이용한 무인주차관리 시스템"구축에 있어 운영관리 현황에 대해 알아보고 추가적인 예상 문제점의 발생을 도출하여 향후 주차정책 전개 방향에 대한 안으로 제시하였다.
여기에 전개된 이러한 사항을 중심으로 주차장의 민영화·현대화를 통하여 운영관리에 있어 과학적이고 합리적인 기법으로 사회적 비용감소 효과를 가져왔음이 분석되어 졌다.
선진 주차문화의 정착에 있어서 초기 투자비용의 일시적인 증가로 고도의 경영효율성이 필요하였으며, 외자도입 및 합작법인 형태의 공동운영방식이 채택되기도 하였다. 또한 생산성 향상에 따른 경제적 가치창출 및 재정수입도 증대시킬 수 있었다. 현대화에 따른 핵심 기술력 확보와 기술력 향상으로 핵심 인력에 대한 고용 재창출 및 경제적 파급 효과를 거두었다.
그러나, 현재 서울특별시의 민영사업자별 이원화되어 있는 주차관리시스템을 통합하여 주차문제와 교통문제를 동시에 해결하는 접근방식을 택하고자 한다. 기존 주차장 관련 인프라를 활용하고, 교통과 관련한 추가적인 비용투입 문제만 선결된다면 지능형 종합교통 시스템의 구축이 완성되어 질 수 있다고 분석되어 졌다.

다국어 초록 (Multilingual Abstract)

As the automobiles are increasing explosively, the basic goal of Seoul metropolitan administration is to strike a balance between parking demands and supplies, while maintaining a minimum level of parking facilities, and thereby, manage and control the parking demands in a reasonable way. It is deemed necessary to manage, establish or abolish parking lots in association with other traffic policies. In other words, it is required of Seoul city administration to plan and operate the parking facilities from a comprehensive perspective, and if necessary, rearrange them in a reasonable and systematic way.
It is perceived that Seoul city administration has been able to modernize and privatize the public parking facilities drastically, because they have been aware of the fact that the solution to parking problems is most essential to the fundamental solution to the traffic problems.
The purpose of this study is to review how the public parking facilities have been modernized and privatized by Seoul city administration, and thereupon, compare their parking/traffic policies with those of advanced nations to find solutions to the problems involving management of the parking facilities, and thereby, suggest the ways to establish an advanced parking and traffic culture suitable to our conditions. For this purpose, the operation and management of the "unmanned parking management system using the wireless communication network" are reviewed to identify its possible problems and suggest it as an alternative for future parking management system.
It was confirmed that the social costs could be saved in a scientific and reasonable way through privatization and modernization of the public parking facilities.
Since the initial investment cost was large for establishment of the advanced parking culture, it was required of the city administration to manage the parking facilities efficiently, while introducing foreign capitals or adopting a joint management method, namely a joint venture for management of the public parking facilities. Thus, the city administration could improve the traffic productivity, while increasing its fiscal revenues. In addition, Seoul city administration could secure some core technologies through modernization of the public parking facilities as well as create job opportunities for technology -intensive manpower and spread its economic effects across other sectors.
However, it is required of Seoul city administration to integrate the current private parking management systems to solve parking and traffic problems simultaneously. To this end, it is deemed necessary to use the existing parking infrastructures and invest more in traffic-related sectors, and thereby, construct a general intelligent traffic system.
