지방자치단체의 성과개선 영향요인 : 제한된 합리성과 자원의존이론을 중심으로 = A study on factors affecting performance improvement of local governments: based on the theory of limited rationality and resource dependence

국문 초록 (Abstract)

본 연구는 두 가지 연구질문에 대한 실증적 증거를 제시하고자 한다. 첫째, 조직의 성과인식에 따라 성과개선 정도의 차이가 있는가이다. 둘째, 만약 조직의 성과인식에 따라 성과개선 정도가 다르다면, 외부환경으로부터의 자원의존은 어떠한 영향을 미치는가이다. 이를 위해 본 연구는 2011년부터 2018년까지 지방자치단체 합동평가 결과를 활용하여 패널회귀분석을 실시하였다. 그 결과 다른 지방자치단체와 비교하였을 때 성과가 좋지 않은 지방자치단체일수록, 그리고 과거보다 성과가 좋지 않은 지방자치단체일수록 성과가 개선되어 지방자치단체의 성과인식에 따라 성과개선 정도가 다름을 확인할 수 있었다. 또한, 중앙정부로부터의 재정의존도의 조절효과를 살펴본 결과 재정의존도는 다른 지방자치단체보다 성과가 열악한 지방자치단체에서만 유의 미한 양(+)의 영향을 미치는 것으로 나타나 성과에 따른 재정지원은 보통 이상의 성과를 달성한 지방자치단체의 성과를 개선시키는데 효과적인 유인체계가 아닐 수 있음을 확인하였다.

다국어 초록 (Multilingual Abstract)

This study seeks to provide empirical evidence of two questions. First, is there a difference in improving performance depending on the organization s perception of their performance? Second, if so, would the dependence of resource from external environment promote performance improvement? To this end, we use the results of a local government evaluation conducted by central government from 2011 to 2018. As a result, we find that the lower performance rather than other local governments or own s past, the more performance improvement. And this study shows that dependency of resources from central government promotes only performance improvement of local governments who have lower performance, it means that financial incentive based on performance may not be an inducement system to improve the performance of local governments that achieved more than average performance.
