The purpose of this study is to analyze the utility and limitations of building up Asymmetric Naval Forces. As a research method, I established the concept and characteristics of an Asymmetric Force by reviewing the existing studies in the field of national defense and political diplomacy. Based on that, I analyzed the case of Soviet navy during the Cold War that focused on building up Asymmetric Naval Forces.
The results of the study are summarized as follows. Asymmetrical Forces have been utilized mainly for the military underdogs, based on the utility of unpredictability. However, it also has a limitation of “the risk of non-verification and “the difficulty of expecting a decisive result in itself. The case of the Soviet Navy during the Cold War illustrates this. The Soviet Navy, which focused on building up Asymmetric Naval Forces, was strong but had many limitations behind it. As a result, it was forced to take an inferior position in the maritime hegemony race with the U.S Navy.
This example suggests that the discussions of building up Asymmetric Naval Forces should be based on an accurate understanding of both its utility and its limitations.
