주5일 수업제 정책결정 과정 분석 = An analysis of Policy-making Process of 5-School-Days System

국문 초록 (Abstract)

본 연구의 목적은 주5일 수업제의 전면 자율도입의 정책결정 과정을 분석함으로서 정책이 결정되는 과정 속에서 정책 결정 참여자와 영향력을 분석하여 하나의 정책이 결정되고 도입되는 실제적 과정을 밝히고자 하는 데 있다. 이를 위해 Campbell의 정책결정 모형을 분석의 틀로 삼았으며, 한국교원단체총연합회에서 주5일 수업제 관련하여 교육과학기술부와 합의한 2000년부터 주5일 수업제 전면 자율 도입을 발표한 2011년 6월까지 주5일 수업제와 관련된 문헌을 토대로 정책 도입관련 참여자(교육과학기술부, 교원단체, 학부모단체, 정당)와 이들의 영향력을 분석하였다. 주요 연구결과는 다음과 같다. 첫째, 주5 수업제 전면 자율도입은 이전의 세계적·사회적인 기본적 힘의 형성과 이에 따른 각종 선행활동에 의해 도입되었음을 알 수 있다. 둘째, 주5일 수업제 전면 자율도입의 정책 형성에 참여한 집단들은 지속적으로 영향력을 끼쳐 왔음을 알 수 있다. 셋째, 주5일 수업제 전면 자율도입 정책 결정은 참여 집단의 정치적 과정으로서 갈등과 타협을 통해 이루어 졌음을 알 수 있다.

다국어 초록 (Multilingual Abstract)

This research aimed to analyze the policy-making process for 5-School-Days System through the factors that influence decision-making process for Educational policy based on Campbell's policy-making models. To unveil the policy decision-making process, related literature was reviewed. This research covered from 2010 to June 2011. The result of the study are as follows. First, the political, Economic and social factors played a role in the process of triggering decision-making on educational policy, i.e., 5-School-Days System. Second, during the decision-making process, interest groups tried to exert significant influence through making demands and/or support. Third, conflict and compromise among interest groups were identified in the enctment prosess for 5-School-Days System. Finally, 5-School-Days System was enacted through the dramatic compromise among related government department and interest groups.
