Since the 21th century, the aged population of Korea has been drastically increased and this situation is hardly found in the OECD countries. Ageing brings several social, economic changes and also creates the large portion of senior workers in the future labor market. Therefore, if there are no effort to expand opportunities for the elderly employment, living security of the aged would become a serious problem in the near future. Compared to other policies, especially to the younger generation, the elderly employment policy tends to be delayed.
This study focuses on the senior job placement project. After examining financial needs of senior citizens who participate in that project, the direction would be proposed. Moreover, the senior job placement system would be analyzed, the legal and institutional means that are able to support the project would be arranged, and then, the role of project would be reorganized.
Firstly, the demand and supply of the aged labor force could be comprehended by analysing characteristics of the aged who participate in labor market and finding out their activities in the workplace.
Secondly, an alternative plan is suggested by analyzing the senior job placement project that provides jobs to the aged. Furthermore, this study analyzes the present situation and problems of the project. It attaches importance to the creation of social employment within the community, expecially for the old who are difficult to be employed in the existed labor market.
According to the presented data, several problems are exploded. To sum up, firstly, even though the Ministry of Health and Welfare provides jobs which are suitable for people over 65, it is definitely insufficient to fit the demand. As a matter of fact, the aged who had jobs were only 35000 persons of all senior citizens in 2004.
Secondly, even though various social employment programs are implemented in each department of government, labor participation of the aged over 60 is hardly found, except the Ministry of Labor's program(118 persons were employed in 2004).
Thirdly, the senior job placement project is based on the weak legal base, expecially about the business implementing agency. Therefore, even though the Ministry of Health and Welfare implements the project based on the article 23 of the Welfare of the Aged Act(support for the elderly social participation), efficient programs, e.g. making long-term plans for the social participation or building the information system for the elderly labor force, are difficult to be promoted.
Lastly, current employment project is simply classified into public interest type, social participation type, and market type. There are no manifest role of the aged and also little attempt to develope jobs that are suitable for them.
According to this study, several reorganizing ways can be suggested to prepare the ageing society and the more active senior job placement project. First of all, through re-structuring the project, we should strengthen the role of Senior Human Resources Center and promote the legal system. Secondly, sector adjustment between projects should reflect characteristics of projects and institutions by establishing the role of business implementing agency. Therefore, training program and arrangement of the expert, and the professionalism of institutions are necessary. Thirdly, analyzing the current senior job placement project, we should arrange suitable jobs for the elderly and analyze jobs, and then, the proper role should be given. Lastly, because there are various characteristics of the aged and various needs for the business, business effects changes according to the characteristics of the old. It means that individual service should be considered to design the senior job placement project.
In Korea, there are little people who have complete plan for the income security after the retirement. Moreover, it is hardly expected to support the senior citizens through the family system. Supporting the old by the public social security system, e.g. public pension and public medical service, is right way. However, to resolve current problems, plan for solving the low-birth rate are necessary in the short term. In the long term, we should increase labor force and revive the economy by reducing the burden for supporting the aged. Therefore, active policy is definitely necessary to give the opportunity for the senior citizens to work.
