중국의 3․5계획 및 4․5계획에 미친 비경제적 요인에 관한 연구 = A Study on the Implication of Non-Economic Factorsto the China’s Third and Fourth 5-year Plan

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to study the non-economic factors of the 3rd (1966-1970) and 4th 5-year plan(1971-1975) in China and to provide the political implication. The paper investigates both the background and the draft process of the Five-Year Plan of China. Finally, this paper compares the third and fourth plans. The first result of the analysis shows that the 2nd plan and ‘Great Leap Forward Policy’ had especially influenced the Plan. Second, ‘Self-Reliance’ policy, initiated by the termination of Soviet Union support, had affected the Plan. Third, the advent of Red Guards in the Cultural Revolution intensified ‘Third-line construction’. Fourth, political movements such as ‘the Criticize Lin Biao & Confucius Campaign’ had direct impact on macro-economy in 4th plan period. Fifth, the trend of the ‘Great Leap Forward' led to economic disorder, combined with ‘Leftism’ stance. Sixth, the department of National Development Plan was not maintained during the 4th plan period and also the frequent changes of policy makers by the impact of Cultural Revolution forced the fluctuations in the economic development over the each plan period.

국문 초록 (Abstract)

본 연구는 중국의 제3차 5개년 계획(1966~1970)과 제4차 5개년 계획(1971~1975)의 편제와 집행에 영향을 끼친 비경제적 요인을 도출하는 것을 연구 목적으로 하고 있다. 이를 위해서 중국의 5개년 계획을 도입한 배경과 과정을 먼저 살펴보았으며, 이어서 3․5계획과 4․5계획 편제와 집행 과정의 특징을 살펴보고 이를 근거로 문제점과 성과를 분석하여 평가했다. 마지막으로 두 차례 5개년 계획에 끼친 비경제적 요인을 도출하였다. 분석결과 첫 번째로 전기(前期) 2․5계획과 그 기간에 벌어진 ‘대약진운동’의 폐해가 3․5 및 4․5계획에 영향을 끼친 것으로 나타났다. 둘째, 소비에트 연방의 일방적인 지원중단으로 야기된 ‘자력갱생(自力更生)’ 정책기조가 영향을 끼쳤다. 셋째, 홍위병의 등장으로 격화된 문화대혁명에 따라 ‘삼선건설’이 5개년 계획 편제에 중심으로 등장했다. 넷째, 4․5계획 기간에 벌어진 ‘비림비공(批林批孔)’과 같은 정치운동은 거시경제 지표에 직접적인 영향을 끼쳤다. 다섯째, 목표초과 달성을 의미하는 ‘대약진’식의 풍조가 ‘좌경’ 기조와 맞물려 경제 왜곡을 초래했다. 여섯째, 4․5계획 기간 내내 국가발전 계획을 총괄하는 부처가 유지되지 못했고 문화대혁명의 영향으로 정책 결정자의 잦은 교체는 5년 내내 경제발전 추세를 급등락하게 만든 것으로 분석 되었다.
