지역주의와 지역화의 맥락에서 본유라시아경제연합(EAEU) 결성의 의미 = Perspectives on the Eurasian Economic Union(EAEU)in the Context of Regionalism and Regionalization

This paper aims to examine Eurasian regionalism and integration in the context of new regionalism and global regionalization. If we consider nature and meanings of the Eurasian Economic Union (EAEU) from this perspective, we can derive following conclusions. Firstly, the EAEU project can be understood as a response from the post-Soviet space against the challenge of globalization. And, conceptual foundation of the EAEU depends on three theoretical pillars from the perspective of the new global thoughts: the concept of global regionalization, a multi-polar world, and the geo-political concept of the Heartland. Secondly, inter-governmental cooperation in the EAEU must be based on various intersecting integration projects participated by governments, sub-governmental and supra- governmental institutions. And, inclusion of other countries into the regional organization, without limiting to the former-Soviet countries, can be an effective way to eliminate the criticism such as a resurrection of the USSR. Thirdly, the EAEU project is currently pursuing a meaningful status of a key pole in a multi-polar system comprised of global regions. As regards this, future of the EAEU depends on whether it could be evolved into an economic and political organization which can promote effective dialogue between Europe and the Asia-Pacific region. Fourthly, the Eurasian integration process has currently developing mainly “from top to bottom” and leaders of the three Customs Union countries, such as Russia, Kazakhstan and Belarus, have played a major role. However, “from the bottom” approach also can be found in the process and motivation for the Eurasian integration, and business circle has played an important role in this perspective.

국문 초록 (Abstract)

이 논문은 신지역주의와 글로벌 지역화의 맥락에서 유라시아의 지역주의와 지역통합을 고찰하는 것을 목적으로 한다. 이러한 맥락에서 유라시아경제연합(EAEU)의 내용과 의미를 검토할 경우 다음의 결론을 내릴 수 있다. 첫째, EAEU 프로젝트는 글로벌화의 ‘도전’에 대한 포스트소비에트 공간의 대응으로 이해할 수 있는데, 새로운 글로벌 사고의 관점에서 EAEU의 개념적 근거는 세 가지 이론적 기둥에 의존한다. 글로벌 지역화의 개념, 다극적인 세계, 그리고 심장지대(Heartland)라는 지정학적 개념이 그것이다. 둘째, 유라시아경제연합(EAEU) 내에서 정부 간 협력은 정부와 국가하위 및 초국가적 기관들이 참여하는 다수의 교차하는 통합 프로젝트에 기초를 두어야 한다. 또한 구소련 국가들에 국한되지 않고 타 지역의 국가를 끌어들이는 것이 구소련의 부활이라는 논란을 불식시킬 수 있는 유효한 방법이 될 수 있다. 셋째, EAEU는 글로벌 지역으로 이루어진 다극 체제에서 의미 있는 일극의 지위를 추구하고 있다. 이와 관련하여 EAEU의 미래는 유럽과 아태지역 간의 유효한 토론을 촉진할 수 있는 경제․정치 기구로 전개될 수 있는가에 달려 있다. 넷째, 유라시아 통합과정은 지금까지 주로 ‘하향식(from top to bottom)’ 접근을 통해 진전되어 왔는데, 관세동맹 3국인 러시아, 카자흐스탄, 벨라루스의 지도자들이 중심적인 역할을 수행했다. 그러나 이 통합의 과정과 동기는 또한 ‘상향식(from the bottom)’ 접근의 모습도 찾아볼 수 있는데, 여기에는 비즈니스계가 나름의 중요한 역할을 담당했다.
