과학문화 융합기관으로서 국립과학관 책임운영기관 평가제도 관련 개선방향 연구: 내부자의 평가지표 간 중요도 인식 비교를 중심으로

국문 초록 (Abstract)

본 연구는 대표적 과학문화 융합기관인 국립과학관에 대한 책임운영기관 평가가 지표의 획일성 등으로 기관 특성을 반영하지 못한다는 지적에서 시작되었다. 이에따라 본 연구는 평가지표에 대한 중요도 인식을 통해 평가제도의 개선방향을 도출하는 데에 그 목적이 있다. 다양한 선행 연구들은 평가체계나 지표에 대한 내부구성원의 인식을 성공적 성과평가의 주요요인으로 꼽고 있으나, 현재 행정안전부의 제도운영 방향은 제도의 공정성과 객관성, 효율성만을 강조하고 있다. 따라서 평가체계 또는 제도의 수용성이라는 측면에서 피평가자의 내부자적 관점을 반영하고자 했다. 이를 위해, 국립과학관 직원을 대상으로 AHP 조사를 실시하여 지표의 중요도를 분석하고 심층 면담을 통해 질적 분석을 하였다.
연구결과는 다음과 같다. 첫째, 현재 지표와 달리 고유사업성과보다 조직운영, 리더십과 전략의 중요도가 높게 나타나, 이에 대한 지표 비중을 높이고 나머지 중요도가 낮은 지표들은 과감히 축소하거나 통합할 필요가 있다. 둘째, 현행 평가체계와 지표가 기관별 특성을 반영하고 있지 못하므로 기관의 특성 및 상황·여건에 따라 평가요소를 다르게 설정하고 유사기관끼리 유형별로 기관을 평가할 필요가 있다. 이 같은 연구결과는 국립과학관 책임운영기관평가 제도개선과 전략설정 및 법인과학관의 제도개선에도 기여할 수 있을 것으로 기대한다.

다국어 초록 (Multilingual Abstract)

This study started with the point that the executive agency evaluation system for the national science museum as a representative institution for convergence of science and culture does not reflect the characteristics of the institution because of the uniformity of the indicator. The purpose of this study is to derive of improvement direction of the evaluation system through recognition of the importance of the evaluation index. Various previous studies insist that the insiders’ perception of the evaluation system or item is the key factor of the successful evaluation, but the recent direction of system operation of the Ministry of the Interior and Safety (MOIS) emphasizes only the fairness, objectivity, and efficiency of the system. Accordingly as the appraisees from an aspect of the acceptability of the evaluation system or policy, this study was intended to reflect the insiders’ views. AHP survey was conducted on the staff of the national science museum to analyze the importance of the indexes, and then in-depth interviews were analyzed qualitatively. The results are as follows. First, unlike the current indexes, the importance of organizational operation, leadership and strategy was higher than agency specific business performance, so it is necessary to increase the proportion of those indexes than the others and reduce or integrate the remaining low-importance indicators. Second, since the current evaluation system and indicators do not reflect the characteristics of each institution, it is necessary to set evaluation indexes differently according to the characteristics, situation, and conditions of the each institution and evaluate by its type. Based on the results, it is expected that it will contribute to the improvement of the executive agency evaluation system and the business strategies of the national science museums and also the system the corporate science museums.
